Summary
Context:
The role holder will operate within Innovate UK’s Ofgem: Strategic Innovation Fund team, which is part of the Net Zero Directorate. Innovate UK is Ofgem’s delivery partner for the Strategic Innovation Fund (SIF). This £450 million, five-year programme supports the gas and electricity transmission and distribution networks as well as the Electricity System Operator.
The SIF is part of the regulated price control system managed by energy regulator Ofgem and is funded by a very small proportion of the payments received from energy consumers. SIF accelerates innovation to transition the electricity and gas networks to net zero at lowest cost to consumers. The programme connects innovators with energy network operators and supports the best ideas towards commercialisation.
Since the first round of Innovation Challenges were launched in 2021, the SIF has committed £136 million of SIF funding across 165 projects, leveraged a further £35.8m from industry and connected 215 project partners.

Job Purpose:
This is an exciting and varied role in a newly created area within the Strategic Innovation Fund (SIF) team, reporting to the Head of Insights & Impact Initiatives, and working closely with our Energy Policy lead, and communications function. This role will be responsible for further developing the monitoring and evaluation activity of the SIF’s, to extract and share economic, social and environmental learning from the projects we fund, for maximum impact. This role will support us in critically assessing, reporting and disseminating these impacts, and deriving actionable insights and thought leadership from our learnings. You will support the team in extracting this information from across the funded portfolio, aligning these learnings to energy market insights and adding to the existing knowledge base.
We are keen to hear from applicants who demonstrate a good technical understanding of impact evaluation and UK Government Green book methodology, both theoretically and in practice. We are looking for someone who can help shape and create our approach to Impact evaluation & Insights. You will be leading the development of approaches and processes that allow the SIF to measure, monitor and robustly inform decision makers on the performance of our projects and the overall impact of the Strategic Innovation Fund.
This role requires you to work in an agile manner with Ofgem, energy network companies and other partners.
Key Responsibilities and Accountabilities:
• Own and manage the suite of SIF evaluation tools which includes CBA and Benefits mapping, developing and integrating these tools to provide a comprehensive assessment of the impacts and benefits of the SIF programme
• Develop the mechanisms that allow the SIF to measure cost and impacts for the consumer
• Ongoing assessment and tracking of private investment into the companies we fund, attributable to SIF
• Measure and assess the GHG savings attributable to SIF project and potential wider impact of projects on accelerating Net Zero delivery
• Collaborate with project teams to understand and evaluate wider economic, social and environmental benefits of innovation activities
• Assessment and continuous improvement of insight dissemination mediums (reports, webinars, data sharing, teach-ins etc) based on user needs
• Support the development of skills and capacity within projects, to support self-assessment and critical analysis of project impacts, against consistent counterfactuals.
• Use economic analysis and insights to support the rollout and scale up of transformational innovation, domestically and internationally
• Extract key insights and learnings from SIF projects and support the Head of Insights and Impact Initiatives in delivering impact from them.
• Work with our policy and regulatory change lead to design interventions to create enabling conditions in the market
• Develop and maintain robust guidance on the economic, environmental and social impact requirements of potential and ongoing SIF projects
• Engagement and collaboration across UKRI and UK government departments. Helping to align energy systems. Represent Innovate UK and UKRI at events (such as conferences, meetings, workshops) and in the media as appropriate, developing a strong network of partners.
• Enhance consumer understanding of innovation through media engagement
• Provide thought leadership and clear communication to the energy sector. Including writing blogposts, contributing to trade media, and participating in the Strategic Innovation Fund publications and podcast, Bright Spark.
