Operational Lead- Theatres, band 8b

This is an exciting new role within the Theatres directorate at Chelsea and Westminster Hospital. Working closely with the General Manager, the role will be focused on the operational management of the theatres and the scheduling teams, as well as leading on large and exciting change projects. The role will be instrumental in the Theatre Improvement workstream- working closely with clinical and nursing leads & operational teams across the Trust to drive improvements and test & implement new ways of working.
The role is cross-site, but also working with across all of the Trusts divisions, which means there is a variety and lots of exposure to all areas of the Trust.The role includes people and budgetary management, with a strong emphasis on developing high quality patient-centred services. Previous experience of working within Surgical Specialties or within a theatres setting is desirable, but previous operational management within a health service is essential and evidence of the ability to engage and lead teams through change.
The Operational Lead will be expected to work between the two main hospital sites, to ensure a consistent level of cover and leadership between the sites.

Accountable to the General Manager, working in partnership with Clinical Directors & Divisional Nurses, the Operational Lead for Theatres will work the General Manager in the operational delivery & performance, financial performance, governance, change & project management and business development across the cross-site theatre complexes.
The Operational Lead will work alongside the General Manager in the delivery of financial, quality, performance, productivity & workforce targets, agreed as part of the business planning, appraisal and personal development process. They will also be instrumental in the management and delivery of large projects running through the theatre complexes, driving change and improvements in theatre efficiency and the way stock is managed through all of the Trust’s theatres.
The Operational Lead will have responsibility for leading the directorate teams, which will include managers responsible for service & performance and theatre scheduling, to ensure the efficient and effective delivery of high quality patient centred services. The role will also be instrumental in the strategic planning and development of large change programmes.
The Operational Lead will be expected to establish collaborative relationships with colleagues, working in partnership with teams both within the division and accessing services within the theatres complexes, and external agencies, to assure delivery of the division’s business plan, large scale projects & strategic vision.

1. Delivery of safe high quality patient care
· Create an environment within the directorate that makes care, safety and patient satisfaction everyone’s first concern. There will be an emphasis on learning from the results of patient feedback and risk management systems to drive continuous service improvement and the reduction of risk.
· Manage and escalate where needed all matters related to the safe and efficient running of all the Trusts theatre complexes.
· Ensure that high quality clinical services are delivered throughout all theatre complexes in line with the Trust’s Quality Strategy and available financial resources.
· Engage in incident reviews and patient feedback and complaints and apply learning to improve the safety and quality of patient care.
· Be responsible to SI, governance and risk within the theatre complexes, and working with theatres teams to ensure processes are in place and robustly followed
2. Governance
· Actively involve and lead directorate staff in the delivery of Clinical Governance, in accordance with Trust systems, processes and priorities. Operational Leads are expected to participate and lead service reviews (where appropriate) to ensure that care is delivered in line with best practice and actions are taken to ensure any system failures are addressed. The Operational Lead, General Manager , Lead Nurse and Clinical Director will work together to organise Directorate clinical governance half days and governance policy boards to ensure the monitoring of trends, dissemination of best practice and learning throughout the Directorate
· Establish, maintain and oversee a system of internal control within the directorate that supports an integrated approach to governance. This will include responsibility for mitigating risks identified in the Assurance Framework, the Risk Register, the Incident Review Register, the annual directorate comprehensive risk assessment and any ad-hoc risk assessments. It will also include ensuring a comprehensive and robust mechanism across the Directorate for reporting on and learning from incidents and complaints that promotes a culture of openness and honesty.
·Ensure that directorate responsibilities with respect to external assessments e.g. Risk Management and the Care Quality Commission’s Standards are fulfilled
• The Operational Lead will support, in partnership with Theatre Matrons, Lead Nurse and Clinical Directors to provide strong clinical leadership to facilitate a robust clinical and research governance culture within the directorate and at a corporate level. This will include the implementation and monitoring of national initiatives, such as NICE guidance and the implementation of the Trust’s framework for clinical and non-clinical risk management, untoward incident management and Serious Alert Broadcasts
· Together with the Theatre Matrons, Lead Nurse and Clinical Directors lead the management of complaints and learning from complaints, SUIs and other incidents. The post-holder will ensure that appropriate action is taken to address issues of concern and prevent recurrence of similar events
• The postholder will be required to communicate sensitive and often contentious information to patients, families and staff, including chairing Local Resolution Meetings
· Initiate and oversee audits and use the results as a tool to monitor service change, development and delivery
Ensure that all incident reviews involving theatres and led by the directorate are undertaken in a timely manner, resultant action plans completed to an agreed timetable with feedback regarding the progress made to the Clinical Governance Trust Executive and staff directly involved
3. Operational Planning and Delivery
The Operational Lead will:
·Oversee the operational delivery of all services within the cross-site theatre complexes.
· Work closely with internal teams to devise systems proactively to manage service demands and ensure that these are fully implemented.
· Initiate and oversee regular reviews of performance within theatres, and ensure new developments are appropriately resourced through the business planning process.
· Monitor performance metrics and activity in relation to theatre activities and implement immediate corrective action in relation to any significant underperformance/ over performance.
· Respond at a senior level and in a timely fashion to frequent and unpredictable day-to-day operational issues as required. Liaise directly with patients and staff to resolve urgent concerns, including resolving stressful or distressing situations
4. Performance Management
The Operational Lead will:
· Oversee theatre services are delivered in line with required activity and income plans, maintaining control of expenditure, improving value for money and ensuring continued service development in relation to efficiency and quality. This will include implementation and monitoring of demand management initiatives agreed with commissioners.
· Along with the General Manager, lead the development of the performance management framework and ensuring its implementation in order to deliver national and local performance targets within the directorate
· Supporting and improving organisation operational performance and efficiencies within theatres to meet specific access targets set by both central government and the Trust.
· Developing and supporting quality improvement workstreams related to improving theatre efficiency.
· Be present at performance meetings and present on the performance and activity of the Trusts theatre complexes.
·Taking appropriate action where the Directorate is not achieving its targets
· Take the lead with nominated clinicians for specific targets as appropriate and agreed with the Divisional Director, and being ultimately responsible for the delivery of Directorate-specific targets
· Help to coordinate all service reviews and peer reviews relevant to services within the portfolio, both internal and external to the Trust, and be responsible for preparing and collating information and ensuring any identified actions are fully implemented. Take the lead in implementing service reviews where there are performance concerns or operational delivery challenges
· Oversee that the Trust processes in relation contractual requirements e.g. demand management are fully adhered to.
· Oversee the monitoring of benchmarked performance against internal and external indicators including, but not exclusive to:
1. Corporate plan targets
2. Audit Commission/national performance review data
3. Model Hospital
4. Benchmarked data sets including Dr Foster and NCEPOD
5. External and internal service reviews
6. GIRFT
• Production of senior level reports for a range of people (e.g. Divisional Directors, Deputy Chief Executive, Chief Executive, Executive Team, Trust Board, Commissioners and Network Boards) in relation to the Directorate. This could involve gathering information from Finance, Information and Human Resources, analysing any data, interpreting this within the report and setting out associated action plans
