Interim Transport Planner/Transport Strategy

Pay Rate: £21.32 per hour PAYE
Hours per week: 37 Monday – Friday, 8.30am to 5pm
Role Length: This opening assignment is for 3-4 months
City: City of Bristol
The role will specialise in transport planning across a variety of modes, for example public transport, walking and cycling.
Key Responsibilities:
To assist the Head of Transport Strategy, the Transport Strategy & Policy Manager, Major Project Manager and the Modelling & Data Manager, hereafter referred to as the service managers, in preparing and implementing the Joint Local Transport Plan and associated transport related strategies for the West of England region.
Assist the service managers in managing, delivering and monitoring the West of England Combined Authority’s transport planning functions.
Co-ordinate the transport input into the development of the spatial planning approach for the region and other supporting region-wide plans, strategies, and documents such as Supplementary Planning Documents, Development Briefs and Design Guidance.
Support the service managers in the development and implementation of highway, rail, bus, cycling and walking projects associated with the region’s transport strategy.
Work with the constituent councils and wider stakeholders in the development of strategies for specific areas or transport modes affecting the West of England region, such as the appraisal of bus operating frameworks, assessment of Clean Air Zones and operation of a Key Route Network.
Utilise professional and management skills to ensure that the Combined
Authority’s own transport planning policies move towards greater sustainability and tackle climate challenges.
Manage programmes and projects of an appropriate size to time and budget.
Prepare reports and presentations for Committees and other public meetings.
Ensure that there is participation by stakeholders, community interest groups and others in the development, review and implementation of the West of England Combined Authority’s transport strategies, policies and schemes.

Qualifications:
Educated to degree level in relevant subject (such as Transport Planning, Geography, Environmental Studies/Science).
Skills & Experience:
Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Experience in research, analysis and monitoring of transport issues.
Experience in relevant project management disciplines and their practical application, including management of cost, risk, schedule, change and requirements.
Knowledge of business cases for transport schemes.
Knowledge of strategic and local development plans and/or appraisal of major developments.
Understanding of transport, highway and environmental issues and legislation affecting the operation of a regional transport network.
Experience in the formulation of transport strategies and policies in a local government context.
Demonstrable experience in the incorporation of transport principles, policy, priorities and schemes in the formulation of major transport scheme appraisal.
Experience of working on a wide range of transport planning projects.
Understanding of regional and national transport policies and professional best practice.
Able to research, collate and analyse and present complex issues and develop innovative approaches to problem solving, with experience of handling large data sets.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
