We are looking for talented and motivated professionals to join our new Project Delivery Unit. This team will be responsible for delivering strategic and transformational projects across the district, including regeneration, housing, economic development, and cultural initiatives. These projects aim to enhance the quality of life and well-being of our residents and visitors.

Job purpose

To ensure compliance with all relevant statutory and legislative requirements and to deliver and develop a range of accountancy, corporate finance or finance related functions within the Council.

Key role accountabilities

To take a key/lead role in a number of activities which could include:

  • Calculation, compilation and production of the Council's annual budget.
  • Development, production and review of budgetary control procedures and other key management information.
  • The production of the Council's Statement of Accounts in accordance with the statute and accounting rules and associated end of year accounting processes.
  • To manage the liaison with External Audit in relation to the audit of the final accounts and other financial matters
  • Treasury management, such as the Council's banking arrangements, cashflow, investments and borrowing.
  • VAT arrangements and associated activities.
  • Supporting the redesign and development of financial systems along with system administration activities
  • Financial controls and reconciliations across a wide range of council activities
  • Provision of ad-hoc financial modelling and appraisals as required.

To provide support and advice to Members, Management Board and Heads of Service on a range of financial or associated issues as required

To provide practical, commercial style business advice and accounting and financial services to other officers and members of the Council as required. This would include advice around financial regulations and other relevant standing orders to ensure compliance where necessary.

To undertake interpretation and implementation of technical financial guidance and advice from CIPFA, Government and other bodies.

To remain up to date and informed on financial and technical areas and to disseminate this information to the appropriate people.

To support the Finance department in reviewing, assessing and enhancing the performance of the service.

To attend meetings with other officers within the Council as required in the provision of a comprehensive corporate finance service.

To represent the Department or Service on cross council working groups.

Skills, knowledge and experience

  • General education to A level standard or equivalent
  • GCSE (A*-C) or equivalent in English Language and Mathematics
  • Able to operate MS-Word, Outlook (a Level 2 IT qualification would be an advantage, along with a sound and general understanding of IT systems) along with advanced knowledge of Excel.
  • Qualified CCAB Accountant (preferably CIPFA) or currently studying for CCAB qualification (preferably CIPFA)
  • Knowledge of financial information systems (preferably AGRESSO) would be an advantage.
  • Understanding of Local Government finance, funding and accounting both at a local and national level
  • Experience leading and supervising a team. Including providing clear direction to motivate and empower others.
  • The ability to build and maintain relationships and networks with contacts inside and outside the organisation.
  • The ability to plan and organise based on deadlines and milestones.
