Job Title: Lead Data Analyst
About HMCTS
HM Courts & Tribunals Service (HMCTS) is responsible for the administration of Criminal, Civil and Family courts and tribunals in England and Wales. Our roles support our service users and colleagues, where people and businesses access potentially life-changing justice. We’re looking for individuals who are committed to public service and want to make a difference in people’s lives in delivering justice. If you’re interested in developing a career with a real purpose, please apply.
Reporting and Analytics Team
The aim of the Reporting & Analysis team is to provide timely management information (MI) to Jurisdictional Service Owners (Deputy Directors), Service Managers, operational teams, judicial staff and judges.
This post will deliver MI primarily through the development of Power BI dashboards working closely with the Jurisdictional Service Owners and Service Managers, supporting the delivery of DAI’s MI Delivery Plan and the new HMCTS Dashboard Strategy. Lead Data Analysts would also lead on bespoke/deep-dive pieces of analysis to deliver additional insights and understand the data in detail, including identifying and working with colleagues to address data quality risks and issues.
Key Responsibilities
These are interesting and challenging roles where you’ll lead multiple projects simultaneously, balancing resources and delivering at pace, while effectively managing stakeholder expectations. The successful post holders will be expected to scope and lead work independently and confidently communicate analytical products.
You will lead on developing and improving a range of dashboards, reports and/or analytical models, looking for innovative and automated solutions which meet our business requirements and are easily understood by our stakeholders.
This will involve using various analytical and data science techniques to interpret complex data from MoJ, HMCTS and external sources and construct reports or models that are future proof and adapt to changing requirements.
You will also lead on the analysis of business processes through data to understand performance issues, provide insightful recommendations for solutions that will drive improvement, working closely with jurisdictional experts.
You will proactively engage with stakeholders, business partners and operational teams to elicit requirements for, and identify opportunities where, analysis and modelling can add value to key issues. This will include supporting longer-term planning (i.e., Spending Reviews) as well as annual planning and supporting the introduction of new policies and reformed services.
Person Specification
Essential skills and experience
Membership of or eligibility to join, or membership in an Analytical Profession (for example Government Operational Research Service (GORS), Government Statistical Service (GSS), Government Economic Service (GES), or Digital, Data and Technology (DDAT)). Further information can be found within the link below: u within tGovernment Analysis Function – The Government Analysis Function is a network for all civil servants working in government analysis. A strong knowledge of:

data interrogation and analysis.
application of analytical and statistical methodologies for generating insight and for modelling.
and presenting results using appropriate visualisations.
Understanding and applying analytical quality assurance.
Ability to work both independently and with guidance and support, managing own time and priorities as required.
Ability to work confidently with a diverse group of senior stakeholders and challenge established business processes and working practices.
Contribute to the implementation of creative and innovative approaches to delivering better quality service and products.
The role requires adaptability as HMCTS priorities shift and DAI capacity changes. The post holder must be prepared to adjust their focus in response to evolving business needs.
Desirable skills and experience
Analysts in the department currently use Power BI, Excel, SQL, R and Python. Some experience of using these is desirable, but training opportunities will be available to broaden the knowledge of the successful candidate.
Knowledge of the justice system and the work of HMCTS in particular for IMA, IAC and RCJ would be an advantage.
Knowledge of building reproducible analytical pipelines, automation, and version control (using GitHub)
