AREAS Acting as the expert in medical staffing employment issues providing expert advice to HR team members and Managers as and when necessary across the Trust. Provide flexible and proactive support to the Executive Director of Quality and Medical Leadership and his team, Clinical Directors, Lead Clinicians and managers in all matters pertaining to the management of the medical staffing workforce Provide senior level of expertise and guidance on all medical and dental policies and awareness of all employment law changes to reflect all Medical and Dental Terms and conditions for all grades of Medical Doctors. Ensure excellent communications and governance arrangements are in place and work well in relation to the GMC, PPA and other external bodies Provide support to the Joint Local Negotiating Committee, developing excellent relationships with key stakeholders and ensuring good attendance and actions following the meetings are undertaken and cascaded to the Medical and Dental workforce. Produce timely relevant reports, information and statistics and contribute to the development of appropriate Key Performance Indicators relating to medical staffing Taking responsibility for employment issues related to all medical staff ensuring best practice initiatives are followed Advising and supporting managers and staff on the interpretation and application of the Trusts HR policies and procedures and NHS conditions of service as they apply to doctors. Generating and presenting HR reports to the Medical Director, Clinical Directors, Senior Management, and NHSI as required that relate to medical workforce matters. Providing specialist advice to Trust management on salary, funding and budgetary issues that specifically relate to medical staff. Ensuring that agreed systems for medical HR records are put in place, and maintained appropriately, including ESR records and medical trainees records. Advising and assisting in monitoring junior doctors working hours in line with the agreed relevant reporting requirements. Maintaining appropriate relationships with the London Deanery and HEEoE over the employment of trainee doctors and doctors holding honorary appointments, resolving problems and providing information as appropriate. Liaising as appropriate with the staff of the Medical Directorate over the records and information flows required for Medical Revalidation. POLICY AND SERVICE DEVELOPMENT Developing and implementing medical staffing policies and procedures as required with support from the Head of Medical Staffing and in line with Trust guidelines All process maps are to be developed and updated as per changes within the service. Monitor and ensure that the team are meeting all KPIs and objectives FINANCE/AUDIT Attend SBU finance meetings Dealing with and leading on complex pay queries Approve Relocation/ Recruitment and retention payments RECRUITMENT AND RETENTION Attend Recruitment and Retention meetings with Deputy Medical Directors on regular basis as well as wider R+R meeting Producing monthly R+R report to present Overseeing IMF programme and GMC sponsorship Medical Staffing representative for Medical Lead/ Clinical Director interviews and Contracts. Overseeing allocation meeting with Directors of Medical Education EDWT and New Deal To oversee the monitoring exercises and report on any issues arising to relevant parties. Lead on Rota Appeals with the support of the Head of Medical Staffing. To obtain/complete the necessary paperwork for provisional/formal re-banding procedures, which require junior doctor representative and consultant sign off. To provide advice to the Clinical Directors and Medical Leads on changes to junior doctors pay banding and working patterns as rotas change. To be fully conversant with the implications of pay protection and banding issues To work with junior medical staff and their representatives, and clinical managers, to ensure that hours and work intensity are regularly and adequately monitored and verified within each Strategic Business unit in line with national standards and in response to ad hoc requests to monitor. Such exercises may be triggered by planned changes to rotas e.g. reorganisation of services or unforeseen events such as long term gaps in staffing. HR MANAGEMENT Provide support and leadership on the management of rotas and identify and implement ways in which HPFT can improve its attraction and retention of trainees and equivalent Trust doctors in high quality jobs so that the Trust is seen as the centre of excellence To be a level 1 user for the UK Border Agency and issue Certificates of Sponsorships for overseas Doctors assigning Certificates of Sponsorship and maintain an up to date knowledge of all immigration and visa updates as required to advise on general immigration queries Lead on bi- weekly with Junior doctor representatives and Deputy/ Directors of Medical Education to discuss any issues pertaining to Junior doctors Lead on ensuring all junior doctors receive adequate equipment ahead of them commencing work with Trust Produce and present Medical Staffing presentation at Junior doctor induction Raise sickness absence concerns with line managers and take forward with line managers in line with absence management policy. Point of contact for risk assessment questions/ queries Ensuring Clinical Supervisors have correct Allocate access for exception reports Review COC, contract information for Medical Staffing Assistants Lead for salary review, analysing experience and recommendations to Clinical Director. Clinical Excellence Awards To oversee the Clinical Excellence Awards process (CEAs) by providing the CEA panel with advice on current national changes to process from 2018 and understanding the previous process and impact for the Medical and Dental Staff To liaise with the Advisory Committee on Clinical Excellence Awards (ACCEA) for any changes to National awards and ensure an effective system is in operation to remind those due for renewal To liaise with the Executive Director of Quality and Medical Leadership, the Chair of the Trust, MSC Chair and LNC Chair and Finance to ensure CEAs are held annually, the Panel is quorate and payments, authorised, made and accrued for. PROJECTS Providing administrative support for disciplinary and grievance hearings and investigations, including MHPS cases, working alongside the Head of Medical Staffing. Leading on Recruitment and Retention strategy DECISION MAKING Responsible for providing specialist advice. Communicating any service changes to the team members and support with any highlighted development. Resolving Medical HR issues based upon understanding, experience and interpretation of Trust policies. Providing advice to other managers and services with reference to Medical Staffing. TRAINING & DEVELOPMENT Ensure that mandatory and statutory training in up to date as required by the Trust. Conducting and undertaking own and teams annual Development Review/appraisal. Ensure that any personal development highlighted within the PDP is undertaken. Ensuring that the members of staff in the Medical Staffing Team participate in the Trusts agreed arrangements for appraisal, objective setting and career development. GENERAL Attend departmental meetings in relation to pandemic response to represent Medical Staffing function
