ROLE PURPOSE / SUMMARY The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community and voluntary sector organisations across the area. The ICS has a bold ambition to deliver improved outcomes for our 1.2m population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition. This role will ensure effective delivery of central Partnership programmes, providing high quality business management support to the ICS Strategy & Partnerships Directorate, supporting key committees and programmes. The post holder will work closely with senior officers and clinicians across the Partnership to ensure delivery. COMPETENCY BASED KEY DELIVERABLES 1. Manage the day-to-day organisation of the Directorate office. 2. Understand the overall priorities of the Directorate, interpreting these priorities by planning and managing the diary and facilitating delivery. 3. Provide high quality, confidential PA and administrative support to the core team (ICS Chair Designate, Executive Director of Strategy & Partnerships, Communications and Engagement Director) to ensure the priorities of the Partnership can be delivered effectively and efficiently. 4. Be responsible for providing project and administrative support to key committees and groups including the Integrated Care Partnership Board, System Leadership Executive Group, ICS Transition Board and other committees as needed.. 5. Collate and undertake specific research as required to support the Partnership, and assist in the assimilation and interpretation of national guidance and information as required by the Partnership Board. 6. Provide support to information and communication activities, supporting the on-going management of relationships with stakeholders. 7. Act independently, without supervision, on administrative matters. 8. Provide specialist knowledge and advice to managers and colleagues, as needed. 9. Designing and implementing a comprehensive set of systems to support the effective running of the directorate and all corresponding communications. 10. Developing key working relationships to help support and develop the business of the directorate and to play an active part in developing and achieving a culture of performance improvement. 11. Lead on the production, analysis, presentation and dissemination of information as required. Work within deadlines to aid timely decision-making 12. Management of a small number of staff. 13. Contribute to the delivery of one or more strategic plans, enabling key milestones to be delivered and raising any issues associated with the delivery of plans and workstreams. 14. Responsible for monitoring budget/s, contributing to budget setting and working knowledge of financial processes 15. Responsible for decisions made during the course of their duties, seeking guidance and escalating issues where appropriate Administrative Functions & Programme Support Support the core team to ensure that the portfolio of tasks/projects aligned to the Partnership are planned, managed and delivered effectively. Provide project support, often independently, to multiple projects and programmes across the directorate, for example, the creation and management of project plans, business cases and action logs. Accurate reporting of project timelines, actively reviewing, reporting and assessing any risks, issues or delays which may impact a project/programme. Management of team email inboxes, ensuring a professional and timely response to queries. Plan and schedule Partnership meetings and support the development of agendas and papers, taking accurate minutes and compiling action lists for monitoring and completion. Manage and maintain the production of information systems and reports to support the ICS, including accurate tracking of central ICS funding (c£3m budget). Organise internal and external stakeholder events (virtually & in person), ensuring smooth running and support throughout. This includes selection of venue, provision of materials and coordination on-site as needed. Undertake complex, detailed and specific research/information gathering to support programmes; produce timely reports, papers and analysis as required. Manage recruitment processes for the directorate. This includes ensuring pre-recruitment processes are complete, managing arrangements for assessment and selection processes and supporting the onboarding and induction of new team members, ensuring HR processes are followed. Manage the HR function for the directorate, ensuring annual leave, sick leave, expenses & other ad-hoc functions are completed swiftly & accurately. Provide monthly reporting as needed. Create and develop business processes and policies for the directorate, ensuring they are up-to-date and fit for purpose. Manage arrangements for procurement and purchasing for the directorate, ensuring these are in line with relevant policies. Be proactive in organising and prioritising workload, working on own initiative in the absence of the Executive Director. To support line management of apprentices, trainees and administrators within the directorate, as appropriate. Information & Communication Support effective communication and stakeholder management, both internally and externally. Communicate business sensitive/critical information to staff at all levels, across NHS, Local Authority & VCSE organisations in Mid & South Essex. Support the development, implementation and on-going maintenance of the Partnership website, ensuring messages received through the website are dealt with in a timely manner. Manage inbound communications (written correspondence, emails, and central telephone contact point); ensure queries are dealt with appropriately and in a timely manner, keeping accurate records. Keep track of Freedom of Information requests, working with the Information Governance team to ensure timely completion. Ensure accurate and open communication and co-ordination with a range of organisations and senior individuals, working with the core team to support stakeholder engagement meetings and events. Manage and maintain information systems and databases relevant to Partnership programmes. Establish and maintain a central resource bank for engaging with patients, public and partner organisations, eg. presentations, display materials, corporate messages and written materials. Financial and resource management Contribute to the identification of budgetary needs for the ICS. Maintain a system for tracking and claiming expenses incurred by the team, as delegated Coordinate financial management functions including raising purchase orders, managing invoices and liaison with the finance team, ensuring compliance with relevant policies.. Management of the directorates budget, providing accurate reporting to executive-level stakeholders. This includes creating reports and forecasting budgets. Continually strive for delivering project/function outcomes, value for money and greater efficiency. Ensure all financial arrangements meet necessary financial rules and ensure compliance with procurement rules as required. Support budget holders with information to enable them to successfully discharge their responsibilities in relation to financial management .
