We’re looking for people who are flexible, intuitive and are comfortable taking high levels of volume, speed and complexity in their stride.
A number of exciting new roles have come up in the Synergy Programme, a cross-departmental group formed in response to the Government Strategy for Shared Services which sets out departmental ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared services in government.
The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy Programme. Your work will impact the procurement arrangements for Enterprise Resource Platform (ERP) and Business Process Services for the next 15 years, impacting over 50% of all Civil Servants – that’s 230,000 people across the four departments and arm’s length bodies.
Synergy will support the delivery of critical Government services by enabling faster, more efficient and intuitive HR, Finance and procurement transactions, based on user needs. It will also deliver better data reporting to underpin decision making.

Main Responsibilities
Supporting the Departments to understand, plan for, and be ready to support the implementation of the future shared service strategy.
- Drive and champion Synergy’s vision, and ensure the Programme change objectives are understood by all cluster departments.
- Maintaining and supporting Business Change products and associated plans to ensure the Synergy Programme supports Departments to deliver transformational change within the Synergy Change Management Framework and meets its Business Case objectives and benefits.
- Lead engagement with internal and external stakeholders at multiple levels, and across multi-disciplinary teams, to ensure Departments have all the necessary products, tools and information to transform their Departmental businesses. Ability to communicate complex and technical information into easy to understand language for stakeholders.
- Build strong relationships within the programme to support internal teams with change management strategies and knowledge throughout detailed design phase, adding value and insight to documents and within workshops.
- Build and maintain strong networks with the Departmental Business Change teams, setting clear and common goals, and act as the gateway between the Departments and the Programme.
- Create, agree, understand, and monitor programme and Business readiness plans, understand the change impact within them with the Departments, to ensure they are ready to accept the change design and can successfully implement.
- Work collaboratively as part of the Business Change Management team, fully supporting the objectives of the team to successfully deliver business change for Synergy.
- Work alongside the Communications and Engagement Lead to identify and understand stakeholders, support communications planning and create awareness and desire for the change.
- Lead change activity to support Synergy’s data aspirations, enabling convergence of data processes, assets and governance across the cluster where necessary
