Join EDF as a Vetting Operations Manager, and you’ll be part of a diverse and inclusive team of professional Personnel Security experts, working cross-licensee but with a focus on the Nuclear Operations fleet. This role is responsible for delivering projects within the personnel security space, and you will provide vetting advice, support, and Subject Matter Expertise and work across licensees to help streamline policy. Additionally, you will provide cover for the Personnel Security Manager and engage regularly with the ONR.

The Nuclear Services organisation is EDF UK's nuclear Technical Centre of Excellence; a platform for collaboration driving a common approach and replication, where appropriate, across our fleet of advanced gas-cooled and pressurized water reactors.

As a Vetting Operations Manager, you will manage the small Central Vetting Office team, who assist SAVOs across the fleet in processing clearances and managing National Security Vetting (NSVs). You will be a point of contact for personnel security issues across the NO fleet, translating these into useful advice for HPC and SZC as they become operational.

What you’ll be doing…


- Provide effective and supportive management to the central vetting service team, supporting development and delegating where appropriate.
- Deliver site support to ensure procedural adherence to personnel security standards, using knowledge of government and ONR legislation.
- Deliver cross-licensee improvement projects and policies, engaging with stakeholders from different businesses to find streamlining opportunities.
- Be responsible for Personnel Security Documentation review and updates, including identifying where documents should be shared across licensees.
- Input into system changes that may impact vetting across licensees.
- Coordinate and lead the SAVO peer group, ensuring that ONR/UKSV changes are communicated and improvements are shared.
- Deputize for the Personnel Security Manager in relation to PerSec issues, making decisions where appropriate, and leading or attending meetings in their absence.


Who you are…

The Vetting Operations Manager must have an excellent understanding of vetting in the Nuclear space (or another heavily regulated environment). They must also be able to translate ONR requirements and provide challenge to ONR where appropriate. They must have a track record of risk management in Nuclear, and be a confident communicator of this.

This understanding must be combined with the ability to provide advice to those with varied knowledge of vetting levels, and a collaborative attitude – seeking to share best practices and learn from others across the Personnel Security team and wider teams who impact our processes. They must have a proven track record of project management and delivery.

This individual should also have a high level of discretion and be able to deal sensitively with difficult personnel security issues, bringing individuals together to discuss problems, and making decisions where necessary.

Essential


- Proven collaborative attitude and ability to deliver projects with multiple stakeholders.
- Good understanding and practical experience of vetting in a regulated environment.
- Knowledge and experience in providing personnel security guidance.
- Strong computer literacy.
- Strong communication skills, with the ability to translate vetting requirements to a wide audience.
- Proven experience in managing vetting in the Nuclear industry, including an awareness of why this is different.
- Previous reputable security experience (armed forces, police, or similar civilian environment including the civil nuclear industry).
- SC vetting.
- Exemplary stakeholder management skills – proven ability to influence and inform
- Strong computer literacy and numeracy.

Desirable


- Good knowledge and experience of working with HMG Personnel Security Policy (PSP), relevant regulations, and policy including Nuclear Industries Security Regulations (NISR) 2003 and ONR (CNSS) Nuclear Security Assessment Principles.
