Summary

The primary purpose of the role is the Identification and provision of Information Communications Technology (ICT) requirements and ensuring that ICT systems are administered and utilised in a secure manner being compliant with all extant MOD security regulations. Additionally, the post holder will be the first point of contact for members within the OAC for cyber and information security providing assurance to the OAC Director of effective ICT, cyber and information security management.

The ICT Manager position also assists the OAC Support and Assurance Manager with the effective and efficient running of the OAC in all aspects of security management and delivery of prime objectives in support of MOD policy and emerging OAC priorities.

Role specific Tasks Include:

Conduct 100% muster of all ICT / Cyber assets within OAC and reconcile the management of assets against the Navy Command Asset Register (NCAR) reporting identified discrepancies to the NCAR Manager and Principal Security Advisor (PSyA), where further action is required.
Manage the Cyber Security of all non-MODNET assets.
Develop and implement local Cyber Security Policy and Procedures for the OAC.
As the unit cyber champion, manage the Cyber Security of all non-MODNET assets maintaining a positive security culture by providing security advice and guidance, cyber policy development, delivering education and awareness briefs.
Understand the Cyber Assurance process and Secure by Design along with the Defence Assurance Risk Tool to guide staff where appropriate.
Ensure that all cyber related changes to PSyA Royal Navy (RN) Security Directives, Security Advisory Briefs, RN Temporary Memorandums (RNTM) are distributed to all department heads within the OAC.
Ensure (in conjunction with the Control Books Officer) anti-virus updates and patches are carried out within the required timeframe and in accordance with Security Operating Procedures (SyOPs). Contacting Maritime C5ISR Support Unit Service Desk with any issues.
Arrange Technical Surveillance Countermeasures sweeps in accordance with JSP 440 Leaflet 4H and RNTM 02-008/23.
Adopt a robust accounting and mustering routine of non-MODNet ICT assets within the OAC:

Spot Checks (a monthly 10% muster of ICT / Cyber assets and reconciliation against the NCAR which covers 100% of the ICT / Cyber.)
Ensure all ICT asset requests go through the Navy Digital Front Door - Navy Digital Front Door Portal ).
Act as focal point for triaging, actioning, and responding to MODCERT Directives.
Ensure that all the assets within OAC are accredited and maintained throughout life. Retain a copy of all Accreditation Certificates and SyOPs.
Retain a copy of all master passwords for the assets within the OAC.
Issue OACs Monthly Spot Checks to the duty officer and collate the findings for submission to the Unit Security Officer (USO).
Maintain the OAC security details database on behalf of the USO.
Provide clear guidance and instruction to all personnel on security matters.
Promote the NC Security Culture Improvement Programme.
Report suspected breaches within 24 hours and support any investigation teams when required to do so.
Assistant to the management of OAC Protective Document Register.
Line management responsibilities for the Maritime Warfare Gatekeepers
Responsible for tall management and output in relation to installed Automatic Access Control System.
Deputise as the Health and Safety Environmental Protection officer.
To act as the OAC’s Crypto Custodian, managing the cryptographic account and its holders
