Main duties and Responsibilities To act as a technical specialist in matters pertaining to the Trusts data warehouse. A specific area of responsibility will be to oversee the finance developments. To act as first line specialist advice and support for software, interface and other system related issues in relation to the Trusts data warehouse, ensuring speedy resolution to facilitate continued system provision. To take responsibility for the planning, creation, implementation, maintenance and on-going evolution of data marts within the Trusts data warehouse, sourced from a wide variety of information systems including PAS, EPR, RIS and other disparate internal and external data sources. To provide a key link between the Data Engineering team and the Finance Department on all matters relating to the production of SLAM data, inclusive of a good understanding of the SLAM/PbR algorithm and HRG groupers, to facilitate the provision of any associated contract monitoring and financial flows. To take responsibility for the maintenance and continued development of contract and commissioning datasets including SUS, CDS and CSDS files. To design and develop the structure, procedures and functions of the Trusts data warehouse. To develop automated data loading (ETL) and validation processes, at the same time maintaining efficient data warehouse metadata structures. To ensure high quality data warehouse security, putting in place robust security measures to allow adequate access for the required users whilst protecting sensitive patient-identifiable data. To analyse, investigate and resolve complex system issues, often involving multiple cause and effect scenarios. To engage with the wider Digital Health Care Team, in particular Digital Systems and the IT Department, ensuring that the correct architecture is in place to drive the data warehouse and ensure that there is a business continuity and disaster recovery plan in place. To engage with Data Quality colleagues to monitor the data quality of datasets within in the data warehouse, designing and building audit processes within the data warehouse. To take responsibility for the administration of permissions to the Trusts data warehouse and associated systems. To ensure that robust documentation exists around technical processes, ensuring that single points of failure do not exist. To enable, promote and support the effective use of data, information, knowledge and technology to support and improve healthcare delivery. To assist in the delivery of Business Intelligence solutions to feed operational and performance reporting and create information flows and reports that will provide desktop information via the Trust Business Intelligence system. To line-manage/mentor and/or provide technical support and training for junior members of staff within the team. To take responsibility for the development of own technical skills, utilising the training materials provided by the department to ensure appraisal objectives are met. ADDITIONAL RESPONSIBILITIES To deputise for the Head of Data as requested. To deliver longer term solutions rather that short term fixes, getting involved in anything to which the Data Engineering team can add value. To seek out opportunities rather than waiting for requests. To attend relevant meetings to ensure that the information produced and provided by the Data Engineering team is appropriate to the service delivery, performance and clinical governance programmes it is designed to support. To communicate and present complex information and Business Intelligence Solutions to key stakeholders at relevant meetings. To develop and extend expertise in database design concepts and SQL server language, including T-SQL, ETL (SSIS and/or DTS), SSAS and SSRS. To maintain and develop current understanding of NHS data standards, definitions and coding schemes, with appropriate application. To contribute towards the Business Intelligence Strategy, driving end-user reporting. To support the Trusts Data Quality Strategy, to strive to achieve the highest quality data available for decision making across the Trust. Maximise the use of Information Technology Systems, constantly seeking new and improved ways to provide information by analysing and acting on information to proactively manage and maintain NHS targets. To support the Analytics Team in the delivery of the information and intelligence developments required to deliver the Trusts objectives, by ensuring that robust accurate and timely data is available from a central SQL server repository. Assist with the assessment of the impact of changes to the NHS modernisation and information agendas, identifying and reviewing the information requirements of the Division and support the implementation of agreed solutions to information problems. To ensure that all processes are fully documented, reviewed and audited on a regular basis. GENERAL ELEMENTS The post requires the near constant use of a computer, leading to lengthy periods of sitting / standing. The post holder must be prepared to complete urgent work requirements, working flexible hours to meet the demands of the service. Adhering to the rules detailed within the flexible working scheme working regular and sensible hours in keeping with the needs of both the department and other colleagues. Maintaining an accurate and truthful record of hours worked. Participate in annual appraisal and quarterly performance reviews under the direction of line manager. To undertake, lead, assist in and support any project work to be undertaken by the Department, commensurate with grade. In the light of future local and national developments these details may be modified, after consultation with the post-holder. Maintaining exemplary standards of professional and general conduct with regard to handling complex and sensitive data. Ensuring compliance with the Data Protection Act 1998 and Caldecott Guidelines at all times. Undertake appropriate mandatory training. MANAGERIAL/LEADERSHIP Act as a role model by demonstrating leadership and expertise, and by maintaining credibility within the Trust, the wider health care community and external agencies, ensuring a positive image of the Trust is maintained. Act as the Trust representative at appropriate external meetings and forums, including contributing to debate and discussions, and making commitments to deliver work packages to agreed deadlines, ensuring that other team members are adequately informed. Liaise directly members of the executive team in providing technical expertise associated with the Trusts data warehouse. Support the Trust by the effective use of resources, e.g. staff, budget, premises, equipment, supplies and materials. Develop and maintain systems and processes to promote monitor and maintain a healthy, safe and secure working environment, ensuring compliance with legal and regulatory requirements, maintaining accurate documentation and reporting any concerns. ORGANISATIONAL Attend induction course / orientation course and mandatory training days. Attend course appropriate to the post and maintain awareness of relevant changes in policies or reporting requirements that are relevant to the role. To comply with the Data Protection Act and Caldicott recommendations. To maintain accurate documentation in line with local policies and procedures. PROFESSIONAL Take every reasonable opportunity to maintain and improve own professional knowledge and competence. To be responsible for maintaining up to date knowledge of the statutory rules and guidelines relating to the post and to ensure that these are disseminated to the appropriate areas.
