Job Title: Services Accountant (Planning and Environmental Services)
Location: Civic Centre, High Street, Esher
Team: Finance
Reports To: Chief Accountant
Hours: 36 per week
Pay Rate: £313.36 per day PAYE
Contract Type: Full-Time
About the Role
As a Services Accountant for the Planning and Environmental Services, you will provide crucial financial support to these functions within the Authority. Your role will involve advising the Head of Finance, Chief Accountant, Team Heads, and budget holders. You will oversee budget performance, prepare final accounts, and support the development of the Council’s financial strategies.
Key Responsibilities
Budget Management: Oversee budget performance and prepare final accounts for the Planning, Environmental, and Customer Services functions.
Financial Strategy: Support the development of the Council’s medium-term financial strategy as an advisor.
Reporting: Prepare revenue estimates, monthly revenue budget monitoring reports, and quarterly capital monitoring reports.
Regulatory Compliance: Ensure compliance with legislative requirements for the Collection Fund and prepare related financial documents for external audits.
External Funding: Advise on claims for external funding, ensuring expenditure is appropriate and funding is correctly claimed and applied.
Account Reconciliation: Reconcile control accounts and maintain the cost coding structure for relevant services.
Committee Representation: Represent the Strategic Director & Deputy Chief Executive at meetings of Committees and Groups.
Financial Analysis: Provide financial background analysis and advice for review programs and the preparation of government and statistical returns.
Payment Processing: Authorize weekly payment runs, monthly payroll runs, and other ad hoc payments.
Team Management: Manage, guide, and encourage staff under your remit, demonstrating effective management skills.
Qualifications and Education
Essential:
Passed the 2nd year of CCAB (CIPFA diploma level or equivalent).
Knowledge/experience of accounting and budgeting processes.
Experience of working in a financial environment.
Knowledge and application of CIPFA Codes of Practice.
Experience in the use of computerised financial systems, Excel, and Word.
Proven oral and written communication skills.
Ability to manage workload and ensure compliance with deadlines.
Demonstrate effective management skills.
Ability to work effectively within a team and on own initiative.
Desirable:
Degree level education.
Knowledge of external funding regimes and partnership working.
Experience of contributing to major projects.
Knowledge of organisational policies such as Financial Procedures.
