Hybrid working

Act as the strategic link between council services occupying property and the property department by taking a lead role in advising on all aspects of property asset management in order to maximise property performance through rationalisation and cost reduction while facilitating / maintaining service delivery in the most cost effective manner.

Working with the Asset Strategy Manager and strategic leads in services to develop service asset management plans ensuring that requirements and solutions for property assets and services are considered in a corporate context by translating strategic objectives into property solutions.

Key Responsibilities:

Develop and maintain close working relationships with services, at all levels, in order to pro - actively support and challenge optimum use of property resources in planning and implementing service delivery.
Work with services to understand how service strategy, changes in legislation and changes in demand will affect property requirements and to express this in service asset management plans
Provide professional advice on all aspects of property use and occupation.
Implement operational land and property related transactions in order to optimise service delivery, capital receipts, revenue returns and to minimise the overall cost to the Council of the operational property portfolio including the negotiation of legal agreements.
Lead on service specific property reviews and to represent services on cross cutting or geographical reviews.

Qualifications:

A property related qualification and experience of providing pro - active property management in a large organisation.

Knowledge:

Have a working knowledge of Microsoft office applications or equivalent including the following: email (outlook or equivalent), word processing (word or equivalent), spreadsheets (excel or equivalent) using the internet (internet explorer or equivalent) Have a willingness to learn new applications and technology as appropriate and have an understanding of property data and geographical systems.

Experience:

Previous experience in representing an employer in a legal and/or public setting
Experience in supervision and management of technical staff and leading and working within teams.

Skills & Abilities:

Excellent negotiation and advocacy skills with ability to deliver professional advice to a wide range of service disciplines and to negotiate and complete a range of property transactions.
The interpersonal skills necessary to gain the confidence and commitment of stakeholders and potential partners to work cooperatively to enhance the city and its communities
The ability to think about issues strategically, plan solutions and convert that thinking and planning into effective action.
The ability to understand the wider needs of the business and the operation of the regional economy and property market including an appreciation of the opportunities which can be derived from developing and maintaining relationships with other public sector property occupiers.
