Summary


Moorfields Eye Hospital NHS Trust’s Estates & Facilities team provide Security management across our sites and we are looking for an experienced Security Manager or Local Security Management Specialist (LSMS) to join us.

You will have experience of this role in a large and complex organisation such as the NHS and you will have experience of co-ordinating and influencing a range of people at all levels. You will also have an understanding and ability to advise on the law in relation to but not limited to Stalking, Harassment, Assault, GBH, ABH, Verbal Aggression, Trespass and Criminal Damage and provide competent security advice and guidance across the Trust to a wide number of people and you will have the drive and desire to implement the Trust's security strategy and highlight any areas of concern and have the tenacity to get those addressed in a timely, efficient and collaborative manner.

The Estates and Facilities Team seek to provide our customers (patients, visitors & staff) with an excellent level of service that allows everybody to perform in their role to the best of their ability within a well presented and functioning environment with limited or no disruption to their location. You will contribute to that aspiration with your expert knowledge of security matters and your desire to do things in the right way and to do them well.

The Security Manager is the security specialist responsible for implementing the Trust’s security strategy including leading on a zero tolerance pro-security culture throughout the Trust.

You will act as the Local Security Management Specialist (LSMS) for the Trust ensuring that all directions and instructions issued by NHS England are implemented and monitored.

The post holder will develop and implement security related policies and procedures designed to maintain or enhance the security and safety of patients, staff and visitors within our sites. A good working relationship with departmental managers and other staff in specialist roles will be essential to the achievement of the Security Manager’s objectives.

To undertake and fulfil the duties and responsibilities as defined under the NHS Standard Contract on measures to tackle violence and aggression as well as general security management measures and any future advice or guidance issued by the NHS.

The Security Manager will provide the Trust with the professional skills and expertise to address physical, verbal, racial abuse and aggression and all other security matters and work within the realms of the NHS Violence Prevention & Reduction and security management standards.

In liaison with all stakeholders, the Security Manager will advise the Trust how to provide healthcare within safe environments ensuring that the highest standards of security are available to patients, staff and visitors and work towards the creation of a pro security culture within the Trust.

To provide specific professional support and advice to Estates & Facilities managers, Emergency Planning Officer, Fire Safety Officer, Risk & Safety Manager, Capital Projects team and on all matters appertaining to security.

To carry out investigative interviewing of staff, patients and visitors in accordance with the nationally recognised PEACE model to ensure that incidents of crime are fully recorded and reported to the Counter Fraud & Security Management Service (CFSMS) or Police.

To ensure strong links are built with the Local Counter Fraud Specialist and Met Police Hospital Liaison team and work with the Trust to ensure that, where appropriate, redress is sought from those who commit security incidents/breaches and where loss is incurred by the Trust. To also work with the Police teams to help educate Trust staff and support where necessary in areas of wrongdoing and to ensure that an inclusive approach to security management work is taken, involving both internal and external NHS stakeholders.

To ensure incidents are detected and reported on the Trusts Incident Reporting system (currently Safeguard) in accordance with local requirements to monitor patterns of security incidents and breaches and carry out crime pattern analysis to establish trends, crime prevention measures and deterrent systems that seek to enhance the Trust’s security profile.

To investigate security incidents/breaches in a fair, objective and professional manner that will allow the appropriate sanctions and preventative action to be agreed and implemented.

To advise on effective security services in protecting life, property and assets of the Trust, staff and patients and advising and implementing appropriate security procedures and issues on behalf of the management team and in accordance with the Trust’s clinical governance arrangements.

To carry out security risk assessments in all areas of the Trust including the Network sites to identify security weakness and formulate action plans to improve security and work with the risk & safety management team and Host Trust security team to ensure a consistent approach to risk management including access, asset protection, violence and aggression and information. This is to support the Trust in meeting or exceeding their statutory obligations and achieve high standards of security management.

To raise awareness of what the consequences could be for those minded to breach security and to ensure that security breaches are detected and reported on the Trusts Incident Reporting system.

To identify and describe the most appropriate technical, cost-effective and physical solutions for security management services and to maintain an up-to-date working knowledge of how technology can be best used to improve the effectiveness of security management services.

To carry out staff training on elements of security which include crime prevention, induction training, dealing with aggression and other security related training modules as part of the Trust’s training programme.

To interpret statutory legislation and guidelines and advise on the required standards necessary to ensure compliance through the implementation of policies and procedures across the Trust.

To develop and implement a clear security strategy for the Trust. To be responsible for producing security policies and procedures for the Trust.

To maximise opportunities for the Trust to prevent or minimise security breaches and incidents by publicising lessons learned from operational experience about previous incidents.

To advise on security matters in respect of the development of all new and upgrade projects in respect of access control, CCTV, and other security systems for major and minor capital programmes.

To monitor the operations and performance of the security teams throughout the Trust and to liaise with the appropriate managers to ensure that a professional service is maintained.

To ensure good liaison between the Security and the Estates & Projects teams to ensure delivery of improvements to physical security systems and their maintenance and to ensure that physical security systems and the physical environment are maintained to provide adequate protection to people, property, and the Trust’s premises.

To ensure that all Security incidents such as physical assault, verbal abuse / aggression, racial abuse, theft, criminal damage and inappropriate behaviour are reported on the Trusts Incident Reporting system, fully investigated and escalated as appropriate levels.

To create and present regular reports covering ongoing work tasks, investigations, security related issues and initiatives for submission to Head of FM, Risk & Safety Committee, Quality & Safety Committee, Audit Committee and other such groups as required.

To ensure that the Trust’s security policy, procedures and Assignment Instructions are regularly reviewed and updated to comply with Security directions from NHS England and other Government bodies.

To be the responsible person for all Subject Access Requests (SARs) for CCTV & Access Control and liaise with the Information Governance department regarding appropriate responses and to also be the Data Controller for these systems

To play a critical key role with other senior operational staff in delivery of Operation Cavell, the joint initiative with the Metropolitan Police, CPS and NHS in London to increase prosecutions and convictions of people who assault or abuse NHS staff.

To provide guidance and direction to the contracted Security service and liaise with the Trust and Service provider contract manager regarding Assignment Instructions, daily tasks and performance.

To maintain the security Risk Register relevant to the Estates and Facilities department.

To attend various groups such as Emergency Preparedness Resilience and Response Steering Group to provide security guidance and advice and direction.

To review and develop operational policies for security systems by evidence-based research through performance management and benchmarking techniques.

The post holder will be involved in politically sensitive decisions and will require personal resilience and diplomacy when dealing with staff and stakeholders. The post holder may be required to work in circumstances that are potentially hazardous and where there is potential to encounter hostile situations. Incident investigation may result in exposure to scenes of severe trauma and fatalities and reviewing images of such events.

The post holder will be based at the City Road site but will be required to visit and provide guidance and advice across all the Trust’s sites.
