Hours per week: 35-37 Monday – Friday, normal working hours

This opening assignment is for 5-6 months

City: NORWICH, Norfolk

An experienced Principal Ecologist is required to lead on delivering positive action to manage and increase Biodiversity and Natural Capital in Norfolk, providing key advice and support to the County Council and partners. Reporting to the Specialist Advice Manager, and in collaboration with wider teams within Environment Service, you will lead and deliver a range of major infrastructure projects ensuring that the natural environment of Norfolk is safeguarded and enhanced through the planning system. The successful candidate will be enthusiastic, highly experienced and a self-motivated professional aspiring to play a central role in the sustainable development of Norfolk’s Green Infrastructure (GI). Knowledge and experience in biodiversity and green infrastructure planning, biodiversity net gain, ecosystem services and natural capital, especially in relation to land-use planning in the UK for infrastructure is essential for this role.

Key responsibilities:

Delivery of expert advice and support for Ecology, Biodiversity and GI through the planning process embedding a Net Gain approach.
Planning, delivery and management of Environmental Impact Assessment, the design and implementation of successful mitigation and compensation strategies for biodiversity, including approaches for delivering green infrastructure and Net Gain.
Monitoring and reporting on overall project resources, including progress against projected spend and working to claim deadlines.
Developing and implementing a Natural Capital approach to support the delivery of key policies and strategies, including the Environment Act, Environmental Improvement Plan and NCC Environmental Policy and Climate Strategy.
Working closely with Environment Service colleagues to support delivery of key aims and projects such as Coastal Access, National Trail, Norfolk Trails, 1 million trees for Norfolk, Active Travel, Great Crested Newt District Level Licensing, Local Nature Recovery Strategy, Local Cycling and Walking Improvement Plan.
Supervise 2 ecologists.
Oversee the team to effectively and confidently deliver expert advice and support for Ecology, Biodiversity and GI through the planning process embedding a Net Gain approach.
Lead the development of the Ecology Team to ensure that it is able to deliver the high quality, appropriate support and advice needed to deliver the aims of key national and local policies and plans e.g. Environment Act, Environment Improvement Plan 2023, NCC Environmental Policy, NCC Climate Strategy, Norfolk & Suffolk Local Nature Recovery Strategy.

Qualifications:

A relevant degree or equivalent qualification in an Ecology related subject, or previous relevant experience with equivalent transferable skills and experience.
PRINCE2 Practitioner, or equivalent other qualification or applied experience.
Membership of CIEEM, or able to demonstrate equivalent combination of relevant specialist qualifications and experience desirable.
Full UK driving licence.



Experience & Knowledge:

Knowledge and experience in biodiversity and green infrastructure planning, biodiversity net gain, ecosystem services and natural capital, especially in relation to land-use planning in the UK for infrastructure is essential for this role.
Substantial experience of managing multiple projects is essential.
At least 3 years post graduate experience with a local authority or conservation organisation.
External communications experience, representing organisations at public enquiry, judicial review.
Experience of directing projects to deliver environmental outcomes, through collaboration and engagement with project teams, partners and external stakeholders
Experience of supervising a team (both directly and matrix managed).
A thorough understanding of the planning system and environmental legislation.
Thorough understanding of UK and EU environmental legislation, planning policy and best practice.
Thorough knowledge of wildlife legislation and the English planning system.
Understanding and application of Biodiversity Net Gain.



Skills & Abilities:

Ability to maintain strong working relationships across project partners and external stakeholders, ensuring projects are delivered on time.
A flexible approach to collaborative working with a calm and positive approach to problem-solving.
Strong influencing skills and a focussed delivery of the priorities for the Environment Service.
As a member of the Specialist Advice Team, you will join an enthusiastic and dynamic group comprising ecology, landscape and historic environment specialists.
Excellent attention to detail, written skills and strong understanding of ICT work packages including basic GIS.
Competent verbal communications skills including public speaking/presentations at meetings and conferences.
Driving licence.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
