Introduction

In 2004, Portsmouth City Council entered into a PFI contract with Colas to repair, maintain, operate and manage the city's highway network. This contract for highway maintenance comes to an end in 2030 and the council is currently working with the DfT and IPA to prepare for its expiry.

The council now wishes to appoint a high calibre individual to lead this workstream and be responsible for the successful delivery of both the expiry of the PFI contract and the provision of future services for highway maintenance and operations.

The Role

The details of the role are included in the attached job profile but in essence you will be responsible for the successful transformation of the current method of delivering highway maintenance and operations in the city to a new programme and style of working. You will develop a strategy for success and map out activities, initiate work streams, monitor and report progress.

You will report to the Assistant Director of Infrastructure and be working closely with members of the client's current PFI contract management team. You will also work with colleagues across the council and bring in external expertise (consultants) as required to support on legal, procurement, resourcing and technical matters.

What you'll need to succeed

You will be someone who is results driven and have the ability to manage stakeholders at all levels in the organisation. You will be able to demonstrate leadership, people management and strong communication skills. You will have strong attention to detail and the ability to manage financial reporting.

You will be familiar with and follow:

  • Strategic and Programme Management Principles set out in the GovS 002: Project Delivery Portfolio, Programme and Project Management Link 1
  • Infrastructure Projects Authority (IPA) guidance for PFI Contract Expiry Link 2

You will have a Project/Programme Management qualification and experience in managing large scale/complex contracts, projects and strategic programmes.
