Here at Serco we are looking for a Prison Offender Manager (POM) to join the Offender Management Unit at our HMP Dovegate
The role of a Prison Offender Manager (POM) based within the Offender Management Unit (OMU) is to work as part of a team, and hold the responsibility for the management and assessment of low and medium risk offenders and manage their custodial sentence in preparation for their release.

The successful candidate will be required to carry out the following responsibilities, activities, and duties:

To undertake the full range of offender management tasks with low to medium risk cases.

Support to probation officers in the case management of high risk prisoners will be given when required.

-
As Prison Offender Manager, you will be involved in all relevant processes in the prison such as ACCT and violence reduction/anti-bullying for those within your case load.

-
Interview prisoners within prescribed timescales of their arrival. Set and review targets with prisoners and update case management notes on PNOMIS or relevant IT systems.

-
Use the Offender Assessment System (OASys) to identify risks and manage offenders appropriately.

-
Obtain further information if required from outside agencies to complete a comprehensive OASys report.

Lead the sentence planning meeting in order to prepare and review plans to ensure they are appropriate to the individual.

-
Coordinate the activities within the sentence plan through liaison with prisoners and other departments and agencies, including gathering and exchanging information and understanding/investigating conflicting opinions on prisoner progress.

Encourage and support prisoner to participate in education, interventions and workshops as defined within the sentence plan and resettlement pathways.

To provide professional advice and assessment, including written reports to criminal justice agencies and partner organisations.

Liaise with the Community Offender Managers regarding Release on Temporary Licence (ROTL) and Home Detention Curfew (HDC). Make recommendations to the Governor on suitability for early release. Inform relevant agencies of release dates and address of prisoners considered a risk on release.

Support Community Offender Managers with the delivery of plans to enable recalled prisoners to be re-released.

Complete all paperwork for the cases, including lifer and ISP specific paperwork in line with relevant policies, standards and set timescales.

Highlight any prisoner who gives significant concerns by their behaviour to the Heads of Offender Management or Orderly Officer. Concerns may be for a variety of issues, for example, any prisoner who has presented in the past risk of suicide or self harm, or if there are any outstanding concerns with regards to victims or further offences and racial harassment.

Contribute to and attend Multi-Agency Public Protection Arrangements (MAPPA) Boards and work with all relevant external agencies to protect the public when releasing prisoners under MAPPA. Also appropriate liaison with PPU department.

Liaise with the Foreign National Department or UK Border Agency regarding foreign national prisoners, as appropriate.

Instigate public protection child contact checks and share relevant safeguarding information with authorities.

To work collaboratively with colleagues and maintain effective team relationships, in particular with Key Workers and Probation Officers.

This role is exempt from the Rehabilitation of Offenders Act 1974, all offers of employment are subject to security clearance checks and approval by the Home Office.

Prison Offender Manager
Contract: Full Time

Here at Serco we are looking for an experienced Manager to join the Offender Management Unit at HMP Dovegate. Reporting into the OMU/Hub Manager & Senior Probation Officer, you will be the first point of contact for the offender and their external Community Offender Manager.

As our new Prison Offender Manager, you will be responsible for managing an offender’s journey whilst in custody and forming a trusting & working relationship with the offender. A key element of this role is to motivate the offender and helping them consolidate learning from the different interventions included in their sentence plan, in order to support them in achieving their sentence plan goals and reducing the risk of reoffending. Other key duties will include:


- Providing advice, guidance, and support to an offender through day-to-day implementation of their sentence plan, their custodial journey, and participating in all multidisciplinary reviews involving your offenders.
- Maintaining regular face to face contact with offenders and their external stakeholders and become knowledgeable of their offending behaviour, a key area to reduce reoffending maintaining strong family ties, in your role you will support family links are maintained or developed
- Accountability in brokering arrangements for the offender to attend activities and interventions identified in their sentence plan, this will include preparing the offender for attendance at such activities and supporting their learning and development fostering a rehabilitative culture.
- Identifying any new problems or issues, which may affect the risk posed by the offender or their achievement of their sentence plan goals and working with the Offender Manager to review and re-plan accordingly.


Due to the nature of the role, it is important that you are able to plan and organise your workload proactively in a busy environment and demonstrate a positive attitude to change and a flexible approach to your workload. You will also be required to attend and complete prison service training to enable you to carry out all case administration duties as stated in the specific requirements.

What you will need to do the role:

In order to carry out this role successfully, you must have a good understanding of Offender Management Unit work and experience of working in a custodial environment would be advantageous however not essential. Sentence Calculation Level 1 (After Training and to Remain Competent) would also be of interest.

It is vital that you have excellent IT, written & oral communication skills as you will be working in a busy office environment. You will be confident in your own ability to work alone using your own initiative as well as maintain good working relationships with colleagues within your team. You must have a good standard of education including English & Maths.
