Temporary Senior Waste Operations & Contracts Management Officer

Pay Rate: £19.39 per hour PAYE
37 Monday – Friday, normal working hours
This opening assignment is for 3 months
City: GLENFIELD
Working Address: Hybrid (home working/County Hall/waste sites as required).
They must have a current, valid driving licence and access to their own transport to travel to waste sites across the County.
Support the current team and assist the Team Manager with projects that range from procurement to management of large contracts such as recycling and treatment contracts. Lead on the development and delivery of waste operational projects and improvements.
Key responsibilities:
Support the Team Manager as required and provide cover in the absence of the Principal Waste Contracts Officer.
Lead on the development and delivery of waste operational projects and improvements.
Develop and deliver recycling and treatment services.
Develop and deliver savings initiatives (including income generation).
Manage and operate waste and related maintenance contracts for: Recycling & Household Waste Sites (RHWS), Waste Transfer Stations (WTS), waste disposal/treatment and environmental maintenance.
Oversee site provision of operational equipment, legal consents, security systems (such as CCTV) and other maintenance.
Monitor compliance at RHWS and WTS sites in accordance with relevant legislation including health and safety and environmental legislation etc.
Prepare contract documentation, including contract specifications and invitations to tender, in accordance with legislation and County Council procedures.
Monitor and management of relevant budgets.
Lead on the customer interface and manage customer enquiries.

Qualifications:
Relevant Degree; or Substantial equivalent experience in contract procurement, contract management or management of waste operations
Member of the Chartered Institute of Waste Management (or willing to work towards)
COTC or equivalent (or willing to work towards)
Knowledge:
Good knowledge of waste disposal and treatment legislation
Good knowledge of project management principles
A good working understanding of Environmental Permits, Environmental Management Systems and associated documents (Fire Prevention Plans, Odour Management Plans etc)
Proactive hands on Health & Safety Management (drafting and reviewing Risk Assessments, Method Statements / Safe Systems of Work, Permits to Work, incident reporting, training etc)
Site operations and environmental maintenance/compliance
Experience:
Procurement and management of waste or maintenance contracts
Management of waste operations (or services of an equivalent operational nature)
Budget management, monitoring and planning
Effective engagement with customers
Management and delivery of projects
Hands on weekly / monthly monitoring and forecasting for budgets
Hands on customer (service user) complaints handling.
