Introduction
The Finance, Portfolio and Performance (FPP) Team plays a leading role in delivering the strategy of the House of Commons Service through effective financial planning and control, monitoring organisational performance, and supporting the delivery of projects and programmes across Parliament. The business area includes a range of specialist teams including the Enterprise Portfolio Management Office (EPMO).
The EPMO is a bicameral team working across the House of Commons and House of Lords focused on the effective running and delivery of Parliament's portfolio of projects and programmes as well as development of the Project Delivery Profession and community of practice across Parliament.
It supports the Strategic Portfolio Board (SPB) and provides portfolio management, governance, and assurance for an exciting and complex range of projects and programmes with project lifecycle costs of over £1bn, across UK Parliament including the Portfolios of Strategic Estates (SE) (who maintain the iconic Palace of Westminster), Parliamentary Digital Service (PDS) and the Strategic Portfolio.
The Role
We are looking for a Data and information Manager and Analyst with a good mix of technical, analytical, and non-technical skills and expertise.
The purpose of this role is to build, develop and run a stronger and collaborative data and information function that support analysis, insight and effective decision making. The function will help us to drive effective and evidence-based decisions in the project and programme delivery in Parliament and build capacity and capability across a range of analytical tools and approaches.
As an experienced Data and information Analyst you will have excellent stakeholder management and influencing skills, a proven track record of planning, leading and delivering quantitative and qualitative analytical activities and initiatives to facilitate successful portfolio delivery.
To be successful in this role you will need a solid understanding of how data is structured and utilised to meet business needs, together with the drive to make a positive difference.
You will work closely with a number of stakeholders and data users across the organisation and work as part of a 'hub and spoke' data and information model delivering analysis and insight, setting how to do things (standards) and working in partnership with the Parliamentary Digital Service (PDS) and Strategic Estates (SE) PMO functions and partners.
Some of the responsibilities for this role include:
- Lead the development and implementation of data and information policies and standards within the PMO function to ensure the quality, integrity and interoperability of data relating to our portfolio.
- Establish standardised data collection and reporting processes for project information, defining data models that ensure consistency and facilitate collaboration between PMO teams, maintaining analytical rigour from a number of different systems and data sources.
- Work closely with PDS PMO, SEPMO and project delivery teams to understand the information and processes required to work effectively and collaboratively, and to enable the generation of evidence-based insight to senior stakeholders such as the Strategic Portfolio Board (SPB).
- Oversee and manage the integrity and quality of our information, creating a single source of truth for key project data, ensuring standards are followed, facilitating ease of access and driving data quality through the promotion of user-centred experiences.
- Identify problems, spot opportunities, and develop solutions to meet business needs, acting as an expert source of advice and support for the PMO community in data models and standards, analytical tools, techniques and best practice.
Skills and Experience
To be successful in this role you will demonstrate:
- Evidence of creating, defining, or consolidating data-driven solutions to real-world problems, ideally in support of projects and programmes, with a track record of creating impact through the use of data and insight (e.g. Power BI, PMO tooling)
- Understanding of relational data models (e.g. SQL)
- Strong interpersonal, influencing and relationship-building skills with the ability to establish positive and productive working relationships, confidently challenge and engage with people at all levels within the organisation including senior leaders
- Highly developed written and verbal communication skills, with the ability to communicate clearly and explain ideas in a way that decision makers understand and can act on, with a focus on quality, insight and solutions
- Strong organisational and project management skills and attention to detail, with knowledge and practical experience of a range of qualitative and quantitative analytical techniques (e.g., technical and data analysis systems, theory, research, behavioural insight and other research methods)
- Ability to work successfully within a team, while upholding the values of equality, diversity, and inclusion and taking ownership of a PMO function to deliver high quality work that reflects the diversity and needs of customers, stakeholders and service users.
