Information about the Department
The role is within the Finance Team of the Financial Services Department.
The Finance team enables the Service to fulfil its statutory obligations, secure value for money and uphold professional standards.
The Finance team lead and promote sound financial management to ensure that public money is safeguarded and used economically, efficiently and in line with governance requirements. This involves working with senior managers and budget spending officers to ensure that their budgets are set and used appropriately.
About the role
The Accounting Technician, under the guidance of the Accountant, assists in the provision of a comprehensive Finance service whilst ensuring the effective use of resources. The role supports department managers in the delivery of exceptional services to the community and key stakeholders.
Main duties:
• To assist with the annual budget process including estimate preparation.
• To assist with the provision of budgetary control for revenue and capital and the production of monitoring statements.
• To ensure that staffing costs are accurately budgeted and accounted for.
• To assist with the preparation of final accounts.
• To assist with the calculation of fees and charges.
• To assist with the provision of financial support in respect of partnership and externally funded activities.
• To assist with the preparation of statistical and government returns.
• To provide timely, relevant and user-friendly financial information in response to user needs.
• To provide training, guidance and support to service personnel in the use of financial management information systems, budgetary control information and budget management responsibility.
• To provide insurance renewal data and advise on general insurance issues.
• To maintain finance records for the Trading Company.
Qualities / skills required:
Experience of:
• Working in a finance related role.
• Budget preparation and monitoring.
• Production of financial statements.
Ability to:
• Work on own initiative and as part of a team.
• Demonstrate effective time management skills to work to conflicting priorities, meet deadlines and targets.
• Demonstrate excellent interpersonal skills to enable liaison at all levels.
• Apply accounting principles and concepts.
• Communicate effectively both verbally and in writing.
• Demonstrate well developed IT skills using Microsoft Office Suite.
