Salary: £47,413.69 (£49,881.62 is achieved after 12 months successful performance in the role)
Working Hours: Full time 35 hours per week
Working Pattern: Monday to Friday/Hybrid

The difference you will make as a FRA Validator (North):

You will implement robust quality control and validation for our in-house fire risk assessment department for low/medium risk buildings and outsourced high-risk buildings and build confidence in the quality of the services being provided. Ensure all fire risk assessment for life safety, are suitable and sufficient, consistently completed to a high standard and compliant with the requirements of the Fire Safety /order and are certified by a competent person.

About you

We are looking for someone with (to be taken from essential criteria)

  • Demonstrate meet the nationally recognized Competency Criteria for Fire Risk Assessors from the Fire Sector Federation or similar and meet the requirements of a FRA validator
  • Extensive experience of undertaking fire risk assessments, with experience in residential fire risk assessments and experience validating FRAs.
  • Knowledge and experience in the application of quality assessment frameworks and techniques.
  • Experience of Working as a fire risk assessment for residential housing and care and support schemes and evidence of applying PAS 79.
  • Ability to carry out site visits and physical inspections of work, including accessing loft spaces by means of ladders

Role Profile

  • Deputize as the lead named person with responsibility and delegated authority to validate documented fire risk assessments on behalf of the Certificated Organization and Maintain a list of all validators
  • Support the implementation and review of an effective Fire risk Assessment Validation /procedures of all fire risk assessments completed in hour
  • undertake fire risk assessment validations for internal and external FRA and provide feedback from the validation process to the sub-contractor/inhouse staff and agree changes to the assessment report shall with their permission.
  • Support the timely program of desktop validations and on-site audit of risk assessment work carried out by each risk assessor when first employed and then repeated annually. The on-site audit shall comprise either an observed assessment of a premises undergoing assessment, or a review of a site previously assessed, witnessed assessments and post FRA site reviews
  • Support the implementation of procedures for inherently low risk premises (i.e. identical premises and the assessments are carried out by the same assessor).for alternative approach to validating every report. All premises which are medium or high risk must be subject to validation
  • Maintain a record of your validation process for each fire risk assessment report. The records shall contain, as a minimum, the unique identifier of the assessment; the name of the premises; the name of the assessor; then name of the validator; the date of the assessment; the date of the validation; brief details of any significant errors and omissions where clarification was necessary
  • Support the Co-ordination any external surveillance audits with 3rd party accreditation for organization
  • Implement a procedure to retain all evidence gathered during the fire risk assessment including; observations, notes, photographs, copies of documents and information gained from third parties and ensure that it is maintained in a secure and accessible condition for all risk assessors
  • Undertake desktop audits for a sample of fire risk assessment carried out on the detailed notes and gathered evidence during the assessment i.e. observations, notes, photographs, copies of documents and information gained from third parties.
  • Support the commission and facilitate all external 3rd party assurance audits and internal business assurance assessment audits, developing management responses to service failures and introduce improvement plans and associated communications to ensure awareness and adherence of standards and compliance requirements.
  • Investigate formal standards/procedure violations as they arise, conducting root cause analysis and working, production of action plans to address and develop feedback and training as required.
  • Produce clear, informative, and meaningful reports as required including statutory and internal and national standards compliance reports and performance reports for Management team.
  • Support independent professional body reviews and 3rd party accreditation for orgsniation and individuals. i.e BAFE SP205.
  • Support the method of assessing FR assessors competence including minimum of;
    • workplace observation of the individual by line managers and skill assessors and Inspection of finished tasks in the workplace
    • Discussion and oral questioning of the subject or a project and observation of a practical demonstration of a specific skill or activity
    • Review of reports prepared by individual’s supervisors and examination of the quality and finish of completed work either in a training environment or in the workplace
    • Observation and monitoring of individual whilst undergoing training and review of completed work records that demonstrate areas of activity and quality of work
    • Examination in writing against a test paper based on previously given reading or training
    • Review and assessment of case study, evidence portfolios or practical projects submitted to demonstrate application and knowledge
    • Interview with trained assessor to identify behavioural skills and monitored behaviour of performance in a peer group
    • Review of quantitative performance related to tasks that are similar, multiple or repetitive

Knowledge, Skills and Experience

Essential

  • Demonstrate meet the nationally recognized Competency Criteria for Fire Risk Assessors from the Fire Sector Federation or similar and meet the requirements of a FRA validator
  • Extensive experience of undertaking fire risk assessments, with experience in residential fire risk assessments and experience validating FRAs.
  • Knowledge and experience in the application of quality assessment frameworks and techniques.
  • Experience of Working as a fire risk assessment for residential housing and care and support schemes and evidence of applying PAS 79.
  • Ability to carry out site visits and physical inspections of work, including accessing loft spaces by means of ladders
  • High understanding of risk mitigation and how it should be applied.
  • NEBOSH Fire Certificate/Diploma or Certified in Applied Fire Risk Assessment (previously FRA and Fire Safety Management) or equivalent with ability to meet the proposed Accountable person role competence requirements under the Building Safety Act.
  • Level 4 Diploma in Fire Safety or equivalent / ASFP Level 3 in Passive Fire Protection or equivalent
  • Membership of Third Party Accreditation Scheme i.e., institute of fire engineers MIFE or equivalent.
  • In depth knowledge of Fire & Building / Structural Safety within Social Housing, including government and industry guidance, British standards, building regulations and the requirements of Fire Safety Order 2005 (RRO), Fire Safety Act 2022 and British standards , Approved Document B.
  • High levels of literacy and excellent communication skills with a diverse range of people and Ability to co-ordinate and manage internal and external stakeholders, including statutory organisations, with good presentation skills
  • An awareness of personal emergency evacuation plans and who they are for and when they should be used and an understanding of the different types of evacuation strategies including simultaneous evacuation, planned evacuation, progressive horizontal evacuation and zoned evacuation
  • Customer Focused and an ability to present reports and data and to clearly explain to and influence a wide range of people in regard to fire safety and its management.
  • Ability to use various IT systems, to interrogate database information to produce risk-based programmes of works. To be able to update the database as work items are completed.
  • Excellent team player with the ability to work under pressure, deliver to strict deadlines and manage conflicting priorities.

Desirable

  • Working for company BAFE Accreditation SP205 3rd party accreditation.
  • Experience in the maintenance and testing of fire safety systems and record keeping.
