Interim Violence & Vulnerabilities Coordinator

Pay Rate: £23.99 per hour PAYE

Hours per week: 36 Monday – Friday, normal working hours

Role Length: This opening assignment is for 2-3 months

City: Wembley, London

The purpose of the role is to support the Community Safety Manager with the Safer Brent Partnership (SBP) Priorities to reduce violence and vulnerability priorities, relating specially to Violence Against Women & Girls (VAWG) as well as gang, serious violence, knife issues and related crimes, also other relevant priorities of the partnership which may emerge.

Coordinate the activity of various partners and interventions to ensure that services are delivered effectively and communities protected from violence and vulnerabilities.

Key Responsibilities:

Working with the key stakeholders and community leaders to continually monitor and assess local need and assess gaps in V&V provision.
Liaising with Criminal Justice partners (Police, Courts, and Prisons) to ensure that robust and holistic action is taken to reduce offending relating to V&V related crimes, including VAWG and Gang crimes and increase conviction rates for offenders.
Liaising with key stakeholders to ensure that robust and holistic interventions are in place to reduce victimisation relating to all V&V related crimes, including VAWG, Serious Youth Violence and Gang and Knife crimes and increase victim support.
Supporting the delivery of the statutory obligations of the Safer Brent Partnership (CSP) and to help ensure the requirements in relation to Section 17 of the Crime and Disorder Act 1998 are embedded in the Council and are prioritised across the partnership.
Ensuring regular on-going communication and feedback to key stakeholders and communities.
With support form the Community Safety Manager, coordinating, implementing and monitoring the V&V priority strategies and action plans.
Developing an integrated service delivery model involving key partners through ensuring effective operating policies and procedures are in place to tackle V&V issues.
Coordinating the strategic delivery groups ensuring effective governance for the V&V issues, ensuring appropriate strategic direction is taken working collaboratively with the group chairs.
Ensuring effective borough delivery of multi-agency resourcing and panels, leading decision making and partnership commissioning.
Monitoring and reporting on the performance and progression of priority strategies and action plans to the Community Safety Partnership and delivery Boards.
Governance of the operating models (including the panels) and quality assurance for the wider borough interventions.
Analyse, develop and agree outcomes to be reported on with partners, such as offending rates, flagged offences, arrests, reduction in risk etc.
Holding partners to account for delivery of interventions.
Overseeing data submissions into the community safety team from V&V service providers, and overseeing data submissions out from the community safety to central government, MOPAC, SBP and other reports as required.

Qualifications:

Educated to equivalent of degree level or other relevant professional qualification.



Experience:

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Experience of the VAWG (specifically domestic abuse) agenda and the roles and responsibilities of various agencies involved within it.
Experience of the gangs and knife crime and the roles and responsibilities of various agencies involved within it.
Experience of commissioning and performance monitoring for effective contract management.
Supporting and developing multi-agency operating protocols and strategies.
Development and delivery experience of a violence and vulnerability strategy or similar strategies supporting those at risk and work programmes.
Experience of leading and governing in partnership programme delivery.
Experience of managing a budget including grant allocations.



Knowledge:

Understanding factors leading to violence and vulnerability related crime and influencing factors affecting offending and victimisation.
Proven experience of working in and leading a multi-agency setting.
Working knowledge of the Crime and Disorder Act 1998 and other relevant legislation.
Good working knowledge of current issues in criminal justice related to the VAWG agenda, including domestic abuse and other harmful practises (including knowledge of the MARAC).
Good working knowledge of current issues in criminal justice related to gang and knife related crimes, including the link of girls and gangs, exploitation and county lines.
Working knowledge of legislation relating to the sharing and disclosure of information.
Working knowledge of outcome-based performance management.



Skills & Abilities:

Proven ability to lead a team and support senior management to develop a team.
Proven ability to work on your own initiative and particularly use your initiative in resolving issues whilst keeping management fully informed and seeking guidance as needed.
Ability to commission services in response to identified need, understanding the principle of best value and monitoring the performance of commissioned services where appropriate.
Proven ability to plan and execute multi-agency partnership programme initiatives and strategies.
Proven ability of developing successful partnerships, engaging key partners.
Proven ability to work under pressure and meet tight deadlines.
Excellent verbal and written communication and experience of high level report writing and presentation of reports to varying audiences including elected members and senior management.
Willingness to work flexibly and respond to the needs of the business and to work evenings and weekends when required.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
