Summary


The post holder will lead on the reporting of contract and supplier performance across the Trust. of the Contract Management Framework and trust wide contracts management database ensuring the liabilities and risks are managed effectively and allow for full planning of future procurement projects through the pipeline and workplan.
SCOPE
• To monitor clear policy and process in relation to the management of contracts and recording of contracts at a trust wide level.
• Manage the Procurement contract management database.
• Liaise with departments to get a clear understanding of all current contracts in place.
• Introduce and manage a risk register in relation to current contracts.
• Prepare and present papers at various levels within the Trust.
• Where requested, represent UHL in working with other public/private bodies in the interest of improving contract management.
• Lead on ad-hoc projects improvement projects on behalf of Procurement and Supplies.
• Assist in the development of standard contract documentation.
• Develop and act on Contract reports.
• Develop and act on Supplier Reports
• Delivering and maintaining the Contract Management Framework
• To own and maintain the Trust Contract Register to ensure that it is maintained and updated to support the proactive renewal of contracts across the Trust
• To establish consistent standards and procedures for contracting and performance management with appropriate use of national data sets.
• To work closely with the procurement category leads and operational contract managers to use the Trust Contract Management software in order to monitor performance of contracts and to prepare reports.
• Develop and maintain a supplier vetting/approval process and systems in line with Trust requirements and policy
• Develop and maintain a Supplier Relationship Management processes in line with the Trust Contact Management Framework and national guidance and best practice.
To undertake rigorous and widespread benchmarking activity to support on-going negotiation and market intelligence as well as improvements.
To lead the roll out of the Contract Management Framework including developing training materials and planning training events for of contract managers in the Trust.
To develop and maintain the contract management software solution to provide contract information as required to manage contractual and supplier risks.
To roll out the Contract Management Framework and to ensure that policies, processes, and procedures are in line with legislation, national policy / guidance, and Trust governance processes.

Experience
• Degree qualification or equivalent experience
• Hold a professional procurement qualification or have relevant procurement experience.
• Training in contract management.
• Demonstrate evidence of continuing professional
• Contract management experience
• Experience of leading complex projects
• Experience of using electronic tendering/contract management systems.
• Experience of end-to-end P2P systems and catalogue management
• Change management leadership experience
