This job description and person specification are an outline of the tasks, responsibilities and outcomes required of the role. The Consultant in Public Health – Population Health & Quality is a key member of the PH Directorate will be responsible for providing expert and specialist knowledge and leadership in the delivery of the Directorate priorities to improve population health outcomes, prevent ill-health and reduce health inequalities.



As a Consultant in PH - Population Health & Quality will oversee, coordinate and deliver high quality professional PH input, support and advice to the NHS England at regional and system level to drive improvements in outcomes for regional and ICS populations that prioritises prevention, improves health and reduces inequality.
• Support the Overall strategy for improving population health at a regional level
• Support ICS commissioning responsibilities to improve population health outcomes and reduce inequality
• Ensure the quality, safety and efficiency of public health programmes including regional implementation of national workstreams across primary, secondary, and tertiary health services and care
• Identify future challenges to public health and act as a professional advisor for NHSE on all matters related to Public Health.
• Work effectively across NHS directorates, OHID, UKHSA and ICS teams, in supporting NHSE to lead on prevention, health inequalities and population health management agenda.
• Public health consultants work as system leaders at strategic or senior management level or at a senior level of expertise such as epidemiology or health protection. The combination of leadership and managerial skills together with high level of technical skills and knowledge gives them a unique skill set essential for improving the health and wellbeing of populations.
• Consultants have the same professional status irrespective of local line management arrangements and have experience in various areas of public health practice.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Alongside colleagues in the team, they will be responsible for the:

· Overall strategy for improving population health at a regional level

· Supporting ICS commissioning responsibilities to improve population health, reduce inequality, improve population health outcomes

· Quality, safety and efficiency of public health programmes including regional implementation of national workstreams across primary, secondary, and tertiary health services and care



You will identify future challenges to the public health and wellbeing and act as a professional advisor for NHSE on all matters related to Public Health working effectively across directorates, OHID, UKHSA and ICS teams, in supporting NHSE to lead on prevention, health inequalities and population health management agenda.



As a Consultant in Public Health the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across the Public Health Directorate in the East of England and ICSs.



Public health consultants work as system leaders at strategic or senior management level or at a senior level of expertise such as epidemiology or health protection. The combination of leadership and managerial skills together with high level of technical skills and knowledge gives them a unique skill set essential for improving the health and wellbeing of populations.



They must be qualified as a public health specialist and be on the GMC, GDC or UKPHR specialist register.



Consultants have the same professional status irrespective of local line management arrangements and have experience in various areas of public health practice.
