Introduction

The Property and Asset Strategy team lead the strategic development of an integrated property and asset management approach for the estate, managing the lifecycle of the buildings, day-to-day corporate property management and providing advice to the Project Delivery and Maintenance groups.

The Role

The Head of Property Portfolio is the leading source of expertise on corporate real estate and commercial property for the House of Commons and House of Lords, including Parliament's major building refurbishment programmes such as the Palace of Westminster Restoration and Renewal. The successful candidate will be responsible for the strategic and day to day asset management of the estate and developing and maintaining key related property strategies.

You will work closely with internal and external stakeholders, often at a senior level and within high-value programme teams, on complex and sensitive property matters. You will also be accountable for the upkeep of relevant property data on the Integrated Workspace Management System (IWMS) and will work closely with the teams and colleagues across both Houses.

The role includes leading a team of general practice surveyors and property specialists, providing a wide scope of property advice and management.

Some of the responsibilities for this role include:

  • Be the lead property expert in the organisation providing high level advice, support, and guidance.
  • Develop, implement, and contribute toward strategies for property including the property asset management plan, estate Masterplan, including carrying out property asset reviews of current and future supply and demand.
  • To forecast, agree and secure funds for property running costs and projects, planning, monitoring, and controlling budgets in excess of £40 million.
  • Responsible for managing the Property team

Skills and Experience 

Essential qualifications, knowledge, skills, experience and behaviours  

Relevant degree and Chartered Member of RICS or equivalent, with significant relevant post-qualification industry experience.

To be successful in this role you will demonstrate:

  • In-depth knowledge of estates and strategic property asset management with the capability to be the sole source of expertise, providing guidance on a range of property matters.
  • Knowledge of budget management and financial accounts in relation to property assets.
  • The ability to summarise complex or sensitive written technical information in in a way that is understandable, meaningful and acceptable to the receiver.
  • The ability to identify, build and maintain collaborative and effective working relationships with a wide variety of stakeholders promoting a culture of diversity, inclusion and equal opportunities.
  • Influences the behaviours of political and other senior stakeholders to achieve objectives without damaging relationships.
