Introduction
The Strategic Estates team manages the Parliamentary Estate delivering support and services to the House of Commons and the House of Lords. Their work encompasses a broad set of responsibilities, including the delivery of construction projects, the provision of specialist planning and design support, and the care and development of our internationally significant heritage collections, among others. We support the business of the House by providing central business support functions, as well as managing the administrative resources embedded within the other teams.
The Strategic Estates Portfolio Management Office (SEPMO) supports the business of the House by working across the portfolio of estates projects and programmes for both Houses to provide change and engagement support, schedule management, risk management, resource management, portfolio analysis and reporting and wider portfolio management services.
The Role
This role is a fantastic opportunity to join the Strategic Estates Portfolio Management Office (SE PMO) as a Head of Portfolio Risk.
You will focus on uplifting risk maturity across the project portfolio, which will involve standardising the approach to managing risk and issues, continuing the improvements to risk data management, developing sophisticated risk reporting tools, and guiding project and programme teams on the risk process.
Some of the responsibilities for this role include:
- Accountable for leading and managing the implementation of industry best practice risk management tools, techniques, processes and standards for the SE PMO (with key focus of uplifting risk maturity across the Property and Asset Strategy and Project Delivery portfolios).
- Facilitate monthly risk assurance activities and engagement with project teams, in order to monitor portfolio risk profile changes and trends, as well as advise on where teams can improve the quality of their risk data.
- Provide risk leadership and guidance to the project risk management community on matters relating to risk assurance, risk process, and risk governance.
Skills and Experience
To be successful in this role you will demonstrate:
- Evidence of risk management including identification, assessment, management, tracking and reporting of risks in a complex and dynamic portfolio, programme or project environment.
- Experience of managing and developing processes, requiring consistency and a strong attention to detail, ideally in a portfolio, programme or project management context.
- Highly effective organisational skills with the ability to identify and adapt to changing priorities, to work under pressure to tight deadlines and deliver to agreed targets.
- Proven experience of strong collaboration skills, working with a diverse range of stakeholders, whilst upholding the values of equality, diversity, and inclusion.
- Being able to build trusted and sustainable relationships with individuals in a high-pressure and uncertain environment.
- Able to explain complex verbal and written risks, issues and technical information in a concise and meaningful way. Ensuring key project and programme risks and issues are understood by stakeholders and inform effective decision-making.
- Highly developed written and verbal communication skills, with the ability to facilitate senior-level group discussions and develop internal communication material.
- Ability to identify, build and maintain collaborative and effective working relationships with a wide variety of stakeholders promoting a culture of diversity, inclusion and equal opportunities.
- Experience of bringing together information derived from a variety of sources and integrating them to an accessible high-level portfolio view, demonstrating an ability to think strategically, anticipating and managing high-level risks and uncertainties.
