Pay Rate: £16.06 per hour PAYE

Hours per week: 37 Monday - Friday, normal working hours

Role Length: This opening assignment is for 10 months

This role will be based within the very busy Housing Advice service providing housing related advice to a wide range of customers. Your primary focus will be to prevent households from becoming homeless through using a wide range of tools available to you. You will be expected to participate in multi-agency meetings to support those most vulnerable in our communities to ensure sustainability of tenancies and accommodation arrangements.

Key Responsibilities:

Work proactively to determine the duties owed to applicants and prevent homelessness through timely and appropriate actions under the current homeless legislation including developing and managing a Personal Housing Plans.
Deliver the Council’s statutory duty to provide advice and assistance to customers who are homeless or at risk of homelessness.
Provide an efficient and effective front line assessment and prevention service, keeping the service safe by accurately assessing housing need and homelessness in line with housing legislation in front line triage and duty assessments, telephone assessments and interviews, home visits and out-reach surgeries (where appropriate), and at all times ensuring that the Council’s legal duties are met.
Work with external partner agencies including Registered Providers, Private Rented and Voluntary Sector to promote the prevention of homelessness agenda.
Identify and appropriate multi agency actions and solutions, ensuring that pathways are delivered in line with the customer’s expectations and that customer’s needs are met.
Maintain and continually improve fairness and equality for customers, staff and partners with particular reference to race, disability, gender, sexuality, religion and age.
Work as part of a team in order to meet team deadlines and to fulfil the roles and responsibilities required.
Assist in developing best practice in providing homelessness services and solutions to homelessness.
Actively engage with community groups, external partners, charities and other organisations to reduce homelessness across the Borough.
Meet individual and team performance targets, including maintaining high standards or record keeping.
Report on activity and contribute to all monitoring, review and data management activities in compliance with an overall obligation of continuous improvement.
Attend meetings within the Council and externally as required.

Qualifications:

Level 3 or equivalent in a housing related field.
Minimum of 3 GCSEs including English and maths.



Skills & Experience:

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Experience of planning, organising and prioritising workloads to satisfy performance targets and meet deadlines.
Experience of working with vulnerable and homeless people. Conducting client assessments and interviews. The ability of making s.184 decisions for Homelessness Prevention, Relief & Final Duty.
Understanding of the issues faced by homeless people and adults at risk, and of the wide range of services in place to address these issues.
Ability to exercise sound Judgement and solve problems, seeking advice as necessary.
Ability to influence others, negotiate effectively and manage situations where there is disagreement or conflict.
Ability to be proactive and creative in finding solutions to a wide range of homelessness scenarios.
Good verbal and written communication skills with the ability to present accurate information in the form of case notes and e-mail.
Knowledge and Experience of Allocations.
Experience of Homelessness and Allocations Software.
Customer Focused with an understanding of the needs of customers who require additional support or referral.
Relevant experience in homelessness or housing management including an overview of the Housing Act 1996 and amended by the Homelessness Act 2002, Localism Act 2011 and Homelessness Reduction Act 2017.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
