Hours per week: 37 Monday – Friday, normal working hours

This opening assignment is for 12 months

The purpose of this role is to take the strategic responsibility for the commercial and operational front-line services that deliver support to some of the most vulnerable residents, ensuring a positive income generating and grant funding approach. To be responsible for the overall management, marketing direction and procurement of future service provision. To deliver and overall management of resettlement schemes in line with UK Government policy and guidance seeking funding and applying for suitable grants to cover the cost of the resettlement service.

Key responsibilities:

Seek and secure innovative solutions to increase the sales and delivery of the Home Safeguard Services.
Keep abreast of national guidance relating to resettlement schemes and be responsible for the authorities grant funded programmes.
Liaise with and lead on creating partnerships with community groups, other voluntary and statutory organisations to help the integration of those who arrive through resettlement schemes settle within the district.
Lead or assist in commissioning research designed to ascertain the need and demand for different types of community alarm, sustainment, and resettlement provision across the district, to enable future proofing of the service.
Lead on the development of policy and strategies designed to ensure that the need and demand for different types of sustainment and resettlement housing in the district is met.
Lead on the application process for future grant funding applications and evidence how activity is achieved through data analysis and monitoring processes.
Ensure excellent customer service is provided to those who are supported by the Home Safeguard and Resettlement teams.
Work in partnership with others to attract investment, identify opportunities and work to ‘enable’ the provision of commercial housing services designed to meet the needs within the district.
Attend and chair relevant meetings on resettlement and the home safeguard service with other council staff and Team Devon as required, this may include other meetings on providing support and help to refugees and asylum seekers or meetings with councillors, MP’s and DLUHC.
Provide effective leadership and strong performance management of the Home Safeguard and Resettlement teams. Manage the financial monitoring and performance of budgets and resources effectively and in accordance with the Council’s Financial Regulations.

Qualifications:

Degree (or equivalent) in relevant field.
Relevant professional qualification or membership of a professional body such as the CIH.
A valid driving license and own car.



Experience:

Experience of telecare systems and working environment, broader knowledge of community alarm system and out of hours service.
Experience within a Local Housing Authority, Registered Provider, private sector consultancy, government agency or charitable body in a housing strategy or enabling role.
Experience of working within a commercial or strategic Housing or resettlement setting.
Experience of financial management desirable.
Experience of multiple project management, including the procurement and monitoring and projects whilst meeting deadlines desirable.
Experience on handling disclosure and safeguarding concerns, including policies and procedures for Child and Adult Safeguarding.
Experience of preparation of funding bids and ability to write persuasive bids.



Knowledge:

Knowledge of the aims of resettlement schemes implemented by the Home Office and the issues facing refugees and other new arrivals integrating into a new community.
A current sound knowledge and understanding of the broader community alarms and out of hours services.

Cultural awareness and sensitivity around war torn regions and those who seek asylum in the UK.



Skills & Abilities:

Excellent written skills including producing formal reports and strategic documents.
Excellent relationship management skills: ability to identify key partners and drivers to deliver objectives.
Ability to engage and communicate complex issues to a range of audiences, and a strong negotiator.
Strong problem solving and analytical skills.
Ability to schedule workloads and to work to deadlines, particularly under pressure.
Able to work independently and flexibly as part of a team.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
