The Home Office has one of the most challenging and critical jobs in Government. The Home Office is the lead government Department for immigration and passports, crime, police, fire, and counter terrorism. These significant issues are at the heart of the agenda of HM Government, are intellectually stimulating and regularly in the news. The challenges and opportunities the Department faces are significant and rapidly changing in the global environment in which we operate. Strong analytical advice is needed to navigate these challenges, and the Home Office has a reputation for putting analysis at the heart of decision-making.

Part of the Home Office Analysis & Insight directorate, the Performance Reporting & Analysis Unit (PRAU) provides reporting and analysis of performance for the Migration & Borders Mission and associated operational Capabilities. We support Ministers, the Executive Committee, Policy and Operational leads and other analytical functions with the management information (MI) that they need, as well as producing data for publication and other forms of external release. The Unit also provides advice and support to others in the Department on how to make best use of performance information and is leading on the transformation of MI systems and capabilities.

This post provides an opportunity to work in a fast-paced environment, which is inclusive by instinct, engaging with projects that work across the Department to understand and deliver reporting requirements both short and long term. It provides an opportunity to understand first-hand how the different parts of the Home Office and external bodies use and interact with key performance information. In addition, PRAU along with other areas of the Home Office, are going through a significant and exciting transformation to provide an enhanced MI service to the Department. The transformation encompasses technology and process, meaning that the role will require a degree of flexibility to deliver innovative activities to support and endorse the transformation, in addition to the responsibilities outlined below.

As the MI Change Lead, you will be responsible for all aspects of Vantage Project change management delivery. You will support the work of the Vantage project team, to deliver and successfully implement a new IT system to provide MI for Migration and Borders. You will work alongside civil servants and contractors.

You may also be asked to take on additional responsibilities for other relevant parts of PRAU’s work, as the Unit changes over time.

Due to the nature of the role, this post is available on a full-time basis only and with the possibility of compressed hours.

PRAU is geographically spread across four primary locations (London, Liverpool, and Sheffield and Croydon). Candidates will need to agree a base location of either Croydon, Sheffield or Liverpool with a requirement for periodic attendance at other Home Office locations.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity. Responsibilities

Your main day-to-day responsibilities will be:

Team Management

  • Direct line management of a small team of one or more SEO MI Change Managers.
  • Building capability and equip the team with the skills needed.
  • Managing team activity in line with agreed project and programme priorities.
  • As part of the Senior Management Team, working closely with the Head of PRAU, and other Grade 6 and Grade 7 staff in the Unit to support the running of the Unit during a time of change.

Leadership

  • Providing visible and effective leadership, to deliver the Vantage project benefits and outcomes.
  • Championing the Vantage project to develop new MI technology and generating enthusiasm in others.
  • Thinking strategically and applying knowledge and professional judgement to influence how change is done.
  • Supporting the development of how customers and PRAU work together in the future.
  • Establishing, developing and playing a key part in the creation of a new network of more connected and engaged MI practitioners.
  • Actively working to align with and support other Change teams across the Department where required (e.g. Atlas / Casework Information database (CID) decommissioning / Operational Business Change teams / Daily Operations Dashboard (DOD).
  • Acting corporately and offering constructive criticism to improve how things are done.

End user communications, training and engagement

  • Shaping and leading the change approach in a way which maximises engagement in technical development activities, and ensures successful adoption of tools and new ways of working.
  • Establishing and maintaining the change plan for the project and providing input into the overall Project and Programme plans as needed.
  • Maintaining and implementing a communications strategy to keep all relevant stakeholders fully informed and engaged.
  • Identifying and exploiting the opportunities offered by technology (including Teams and SharePoint) to communicate and engage stakeholder groups.
  • Developing and delivering training programmes to support adoption of new systems and processes.
  • Ensuring the quality of core training, reference and communication materials and delivery.
  • Proactively identifying and developing new communication materials and methods as needed.

Reporting and governance

  • Acting as the Secretariat for the User Steering Group (acting as Chair when required).
  • Preparing MI Change updates on progress, risks and issues for discussion at the relevant governance boards.
  • Tracking adoption and usage of Vantage products and conducting Qualitative Assessment/Deep Dive on individual reports when required. Learning from these insights to improve change activities.
  • Developing other project artefacts such as business change project plans and RAID logs.

MI Change Excellence Standards

  • Developing MI Change Excellence Standards as set out in the MI Change Blueprint.
  • Championing and supporting the use of these best practice business change management standards, tools and processes.
