The public health department provides strategic, operational, analytical and commissioning functions in pursuit of the improvement in health and wellbeing of the population and the reduction in health inequalities. The department has a joint commissioning function working with the NHS, and a number of divisions covering the full range of public health and support functions. The department works in a fully collaborative way, with staff from across teams and divisions coming together around specific public health topics and strategies to work in a whole systems approach; and engaging with departments across the council and with wider partnerships to address the social, economic, environmental, commercial and cultural determinants of health and wellbeing. Purpose of Job: To be responsible to the Public Health Intelligence Manager for: i) Providing public health intelligence and specialist advice to improve the health of residents in Greenwich, working with colleagues in other Council Directorates and Integrated Care Board, to ensure that robust systems are in place for timely and rigorous reporting of population health and wellbeing indicators ii) Gathering requirements, designing and testing, and developing dashboards, and support others with their projects. iii) Overseeing, guiding and developing processes to obtain, analyse, interpret and publish information relating to health and wellbeing. iv) Providing expert advice on epidemiology, health intelligence, statistics, research and survey design to inform service design and commissioning decisions v) Supporting the Public Health Intelligence Manager with the delivery of the Joint Strategic Needs Assessment Manages 1 directly managed staff. Manages 1-3 indirectly managed consultancy/contracting staff. Main Duties: 1) Develop effective partnership working and establish partnership structures as required; within the Council; with NHS organisations locally, pan-London and nationally; with other statutory bodies including GLA, Police and Fire Services; and with voluntary and third sector organisations, playing a lead intelligence role in cross agency strategic partnerships 2) Communicate complex analytical/statistical/epidemiological results and issues to a wide range of internal and external staff, guiding them on a certain course of action; convey statistical concepts clearly; develop and deliver formal, complex statistical presentations to support the Council and partners improve the health of the residents in Greenwich 3) Provide statistical/epidemiological evidence to support development of strategy and policies for the Council, Health and Wellbeing Board or ICB. 4) Ensure that up to date knowledge of epidemiological evidence and research, particularly in the fields of the prevention of communicable and non-communicable disease, development of treatments, and evidence of impact, is maintained to inform strategy development and decision-making by local system strategic bodies. 5) Monitor and evaluate existing local and national policies making recommendations for improvement and implementation. Ensure that policy and service development is informed by national policy and other national level recommendations, e.g. from National Service Frameworks, National Institute of Clinical Excellence, and other guidance/legislation that may transpire. 6) Ensuring that dashboards developed are of high quality and accuracy and that they meet clinical, or public health needs 7) Provide expert advice in the development of surveys, audits or research to support service development, including audits of data quality and develop new methodologies for the analysis and/or interpretation of data 8) Provide intelligence advice to influence and support the Public Health Team to build best practice through commissioning, procurement, and service development, ensuring that up-to-date information and analysis about health need informs strategic and operational planning and delivery. 9) Maintain a high level of specialist knowledge through continuous professional development, keeping up to date with current legislation, policies, evidence and practice and participating in specialist pan London/national forums/groups/expert panels 10) Support on the delivery of the JSNA process and the development of the Data Observatory 11) Represent the interests of Royal Greenwich Public Health at regional and national levels, participating in networks and development groups as required and represent the Directorate at local, regional and national meetings and seminars of relevance to public health and health improvement. 12) Manage the career grade intelligence staff, responsible for the full range of management duties including quality and dispersal of work; recruitment, appraisals, disciplinary and grievance procedures as appropriate and in line with RBG policies 13) Provide effective management for key areas of activity undertaken within the Public Health. This may at times include the supervision or line-management of staff or contracts with external agencies or providers. 14) To undertake any other work appropriate to the level and general nature of the posts duties. 15) Where necessary for the job role or appropriate for continued development in the role, the post holder may be required to participate in training and development courses made available via the Councils Apprentice Levy funding and the UKPHR programmes. 16) To undertake all duties with due regard to the provisions of health and safety regulations and legislation, Data Protection/GDPR, the Councils Equal Opportunities and Customer Care policies. 17) To perform all duties in line with Councils staff values showing commitment to improving residents lives and opportunities, demonstrating respect and fairness, taking ownership, working towards doing things better and working together across the council. 18) To be responsible for undertaking employee investigations, hearings and appeals in line with the RBG policies and procedures 19) Responsible for providing mentoring opportunities to junior staff (e.g. graduates, apprentices etc.) 20) This role does not require a DBS 21) To undertake supervision/management of staff as and when required. 22) You may be required to undertake alternative, additional or ancillary duties from time to time or transfer to another service department within the Council as the Council may reasonably direct to meet service user demand in the event of a crisis or emergency.
