An exciting opportunity has arisen to be part of the leadership of the Financial Services Team as Head of Financial Management and deputy s151 officer for the Council.
You will be responsible for the efficient and effective operational management, service delivery and provision of all financial management services for the Council. To include financial strategy and medium-term financial planning, management accounting, financial reporting, financial accounting and controls, financial systems, payments and income collection.
You will provide support to the Chief Finance Officer in developing and maintaining the Council’s medium-term financial strategy, with a focus on better outcomes aligned to our Corporate Plan ‘Building a Fairer Future’. You will embed self-service and help to upskill the organisation in respect of financial management, ensuring all the opportunities of effective business partnering are taken.
In addition, you will lead on the in-year budget monitoring and management of the revenue budget and capital programme. This will include the preparation of key financial reports to Cabinet/Council during the year.
This role will also act as the deputy for the Chief Finance Officer and as the Council’s section 151 officer as required, including at Corporate Management Team, Cabinet, Audit & Governance Committee as well as the Yorkshire Purchasing Organisation Management Committee and the West Yorkshire Joint Services Joint Committee
You will have a strong record of success in a large multi-disciplinary organisation. We will need you to be strong on governance and an excellent communicator who can demonstrate strong judgement at senior level and be a credible leader.
