Our client Scottish Power Energy Networks are currently recruiting for a GIS Consultant to join their team based in Glasgow on a contract basis initially. Ideally for this role they are looking for a GIS professional with around 3 years experience working within a utilities background, preferably electrical. SP Energy Networks are looking for a GIS Consultant who will be the critical link to ensuring that support the business in successfully migrating its business-critical asset data from the Geometric Network in ArcMap to the Utility Network in ArcGIS Pro. The GIS Transformation Programme spans multiple business areas and will impact thousands of users – along with requirements and process engineering data modelling activity, your role is to support the technical development, testing and implementation of the new GIS system under the guidance of Lead GIS Consultants and the Product Owner.

This role is offered as a Contract role (inside IR35) at market rate for an initial 12-month period with opportunity to extend.

Main Duties and Responsibilities

The main duties and responsibilities of the GIS Consultant would be:
• Collaborate with the GIS Transformation team, and the wider business stakeholders, in the delivery of the project to migrate from the Geometric Network to the Utility Network
• Interpretation of Business Requirements, and input into the specification and development the optimal data model for the To-Be solution
• Contribute to the decision-making process to help ensure the successful implementation of the optimal data model, including the additional requirements being implemented to meet ED2 and T2 requirements, and ensuring that data is modelled in a way to make best use of our GIS and SAP platforms

Experience and Skills Required
• 3+ years experience working with GIS for utilities – ideally electricity networks
• Experience working with Utility Network in ArcGIS Pro would be advantageous
• Degree-level qualification in GIS or data modelling related field
• 5+ years’ experience working in a GIS or data-focussed position, ideally with relevant practical experience processing and analysing data in the utility sector
• Experience working on enterprise-level asset management systems (e.g. GIS platforms, SAP)
• Experience working with the ESRI product-suite – ArcMap 10.2+, ArcGIS Pro, ArcGIS Enterprise, AGOL, Survey 123, Field Maps.
• Ideally experience working with the Utilities Network, and project experience in migration from an ArcMap Geometric Network to an ArcGIS Pro Utility Network
• Experience working accurately with large, complex datasets, and experience of data cleansing and associated scripting routines
• Excellent knowledge and understanding of data models and database structures and relationships, and experience in specification of To-Be data models
• Excellent attention to detail, with a focus on data quality and data management
• Excellent communication skills, with the ability to present and report on outputs in a clear, concise way, and to meet the expectations of the target audience

Project Overview

Project Name: GIS Transformation - migration to ESRI Utility Network (UN)
Project Description and Main Goals :

The purpose of the project is to manage obsolescence (by 2025) of our GIS software and deliver a GIS Strategic Roadmap in alignment with global expectations, that takes us from the current position to 2028. The GIS transformation also enables the delivery of several other commitments laid out in our RIIO-ED2 and T2 business plans.

Project Objectives:

• Upgrade of GIS to ESRI Utility Network – Avoidance of existing software obsolescence/out of support by 2025
• Supporting components of the commitments made in the ED2 data and digitalisation strategies
• Asset re-positioning through LIDAR and field-based input Visualisation of LIDAR data, flights or drones
• 3D representation of Data – BIM, Rising and Lateral Mains representation, increase digitised network size and aligns with reality
