Qualification - The roleholder must be a qualified CCAB accountant.
We are looking for a motivated finance professional, with exceptional leadership skills and experience of financial modelling to work on a new and innovative programme of Net Zero carbon initiatives running until March 2026, working collaboratively with Manchester Climate Change agency, GMCA and strategic commercial partners alongside sector experts. The programme will play a pivotal role in enabling Manchester to achieve its ambitious target of becoming a zero-carbon, climate-resilient city by 2038 at the latest, by accelerating the development of a robust net zero project pipeline of up to £5 billion by 2028 and £12 billion by 2038, spanning heat, renewable energy, and transport.
The finance role holder will add expert capacity to enable the Council to gear up for accelerated net zero delivery across Manchester (including decarbonisation of the Council’s estate) at pace and scale using novel, blended investment funds.
The role will involve collaborative working with GMCA to ensure a future investment strategy and funds, along with its governance and delivery mechanisms, is aligned to Manchester’s strategic priorities and net zero project pipeline.
The role holder will work closely with Heads of Services and Managers to ensure budgets accurately reflect their service areas, ensure the Council is able to provide accurate forecasts, and to identify risks and potential mitigations. Providing financial modelling and comprehensive advice to support the delivery of plans across the service areas, leading on the budget monitoring for Directorate Finance, advising on and managing the financial aspects of high level initiatives and projects undertaken by the City Council.The role also involves leading a team of staff, each with their own areas or responsibility, supporting the relevant service managers across the directorate and working with performance colleagues to align financial and performance information to ensure accurate reporting. Finally, they will be responsible for closedown of accounts at year end and attendance at meetings with senior officers and completion of statutory returns and reports.
Prior experience of Zero carbon initiatives desirable but not essential.
