The role of the Public Safety Group, which sits within the HO, is to keep the public safe by protecting the vulnerable, cutting crime, disrupting the highest harm criminals, and ensuring that our police, fire and rescue services are as trusted, efficient and effective as they can be in delivering front line public services.
The people in our Group develop and implement policy, provide funding, and deliver legislation. We make the most of innovation, data, and partnerships to protect the vulnerable, prevent crime, and tackle the highest harm crimes. We work with our partners in law enforcement, establishing governance arrangements at a national, regional, and local level.
The PSG People Plan sets out our commitment to achieving excellence through the effective recruitment, development and retention of staff. We are committed to maintaining an open and inclusive working environment where staff can influence how we deliver objectives. Learning and development is available on the job, supported by both in-house and formal learning initiatives.
The Fire and Major Events Directorate encompasses the four units working across fire safety policy: They are
- Fire strategy and reform;
- Fire national resilience;
- The system for responding to critical incidents and planning for major events; and
- The Crown Premises’ Fire Safety Inspectorate which ensures compliance with the Regulatory Reform (Fire Safety) Order in government buildings, Parliament, royal palaces and premises owned by or in right of the Crown.
We are currently recruiting for a Crown Premises Fire Inspector to be based within this directorate. The successful candidate must be able to deal with complex fire safety and enforcement matters effectively and without immediate support and supervision.
You must have excellent interpersonal skills and organizational understanding; be able to work flexibly and to tight deadlines; work on your own initiative and also as a team member. Competence in the use of IT based management information systems is necessary.
Some of the key responsibilities of a Crown Premises Fire Inspector include, but are not limited to:
• Inspect Crown premises (alone and as part of a team) for the purpose of ensuring compliance with the Order.
• Act as Lead Inspector in terms of enforcement relating to one or more Crown departments.
• Audit the fire safety management arrangements of Crown departments and investigate fire safety failures following fires and injuries in Crown premises.
• Take appropriate enforcement action in accordance with the CPFSI Enforcement Policy and the principles of good enforcement set out in the Regulators’ Code.
• Provide advice and guidance (through meetings and presentations, as necessary) to all stakeholders regarding fire safety in specific premises and Crown premises in general.
• Liaise with fire and rescue services, other enforcing authorities, statutory bodies and others where joint working is necessary, to promote consistency, and for the purposes of risk information exchange.
• Provide compliance support as set out in the Regulators’ Code along with completing and updating risk-based forms and records and recording work activity.
• Draft letters and notices and providing general support and assistance to the Team Leader.
The role is being offered on a full-time basis because there is a regular requirement for inspectors to carry out team-based inspections at premises for which inspectors must commit to 5 working days in a week.
Although this role is contractually home-based it requires the post holder to travel regularly within their respective region and nationally, which involves staying away overnight frequently. This role primarily covers Kent, neighbouring counties and London. We particularly welcome applications from candidates living in or around this geographical area.
The Crown Premises’ Fire Safety Inspectorate only operates in England, so you will not be asked to travel to other parts of the UK.
Travel and subsistence claims will be paid in accordance with the Home Office Terms & Conditions.
The role demands reasonable flexibility around working hours and the successful candidate may be requested to provide an on-call response for immediate issues on a rota with other inspectors, for which an additional allowance is paid.
Pay band will with be London or National depending on where the post-holder lives.
We encourage applications from people from the widest possible diversity of backgrounds, cultures and experiences. We particularly welcome applications from people from ethnic minority backgrounds, women, people with disabilities, LGBT+ as they are currently under-represented in the Home Office at this grade level.
Note: The nature of the inspector role may prevent us from implementing adjustments for people who have significant levels of disability particularly with respect of their general mobility, sight or hearing, in which case we would not be able to appoint those candidates. However, we will always consider how we could make suitable adjustments for people with all forms and degrees of disability.
Appointments will be made on merit on the basis of fair and open competition.
