About the Role

As a Highway Authority, Leicestershire County Council has a statutory responsibility to manage the highway network in an effective manner, to control and reduce congestion and provide a high-level of safe and reliable journeys to the road user.

The Network Management team, within the Council’s Highways & Transport Operations division, takes an active role in the implementation of the Council’s Local Transport Plan with a primary focus on the Management, Coordination, and Inspection of Temporary Road and Street Works as well as Events which affect the Highway, which is a statutory responsibility for network management.

The Senior Temporary Traffic Regulation Order Officer role is to support the delivery of the Council’s responsibility and the function of the network management service by managing the Legal Statutory Process for the making of Temporary Traffic Regulation Orders (TTRO/TTRN), Order Extensions and Events for temporary activities on the network in relation to regulations, statutory guidance and codes of practice, to provide detailed guidance for the team to formulate and implement best practice for efficiency and costs savings and standardisation of the TTRO/TTRN process.

As the nature of the work may involve the jobholder carrying out work outside of normal working hours at different locations than their designated base, including site visits, you must be able to drive in order to access remote parts of Leicestershire.

About You
To apply for this post, you must be able to evidence in your application how you meet the following criteria:

  • You have the following qualification: an NVQ4 Level in Business Administration or Civil Engineering, LANTRA / TM accreditation and evidence of continued learning and development. It would be desirable if you also hold an HNC Qualification in Legal Field and NRSWA Act 1990 Supervisor qualification.
  • You have experience of working in highway maintenance, civil engineering, or street lighting; although not essential, it would be desirable if you also have experience of working within a legal environment and knowledge of relevant legislation. You will also be experienced at managing, setting and monitoring performance indicators for other staff members
  • Experience of resolving enquiries in real time and feeding back to customers, stakeholders, elected members, internal and external bodies.
  • Knowledge of ICT systems and business processes to support the efficient delivery of services; how to use IT systems such as Microsoft packages, (Excel, Word and Outlook) Oracle, Visual Files etc. You also have knowledge of relevant technical guidance and standards and the skill to learn how to use highways or transport-specific systems such as Visual Files, Confirm, One-Network etc.
  • You have knowledge of current legislation, policies and procedures for TTRO’s; The Road Traffic Regulation Act 1984 and Road Traffic (Temporary Restrictions) Procedure Regulations 1992,
  • You have a high level of communication, organisational skills and the ability to prioritise work. Can work under pressure to tight timescales and to agreed targets and deadline. Have a professional, diplomatic and tactful approach. You also have analytical and creative thinking skills.
  • Ability to build positive relationships across stakeholders, peers and partners, creating open and transparent relationships. To take ownership and understand customer and the Councils commercial and strategic requirements, close out concerns and ensure resolution and feedback.
