Job Description
The primary duties of this role is to serve as a professional general engineer, performing design, project programming and construction management. You will monitor duties and improvement projects of real property facilities and infrastructure, to include utility systems, and manage projects for new construction and renovations. You will maintain surveillance over construction contractors to ensure overall compliance with contract specifications and schedules. In addition, you will plan, program, budget, and execute required projects, collect data and evaluate factors which affect the application of concepts, principles, theories and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena. You will comply with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
Qualifications and Key skills for the position.
A valid UK driver's license (Category B) is required, in addition to:
A degree in an appropriate scientific field plus one year of specialized experience as per the required key skills, or
HND/City and Guilds/ NVQ Level 5/6 in an appropriate scientific field. Progressively more years of specialized experience (as outlined in the key skills) are required for qualifications below degree level.
1. Professional knowledge of civil, mechanical, and electrical engineering concepts, principles, and practices, including aesthetic and functional design techniques, with familiarity in architectural and other engineering disciplines.
2. Knowledge of a broad range of engineering and construction standards, methods, practices, techniques, materials, and equipment to ensure compliance with all required laws, regulations, and standard contracting procedures.
3. Knowledge of health, safety, and environmental principles, practices, procedures, laws, and regulations.
4. Knowledge of program planning, budgeting cycles, financial control systems, and the regulatory and statutory restrictions on different funding types.
5. Knowledge of automated data processing concepts and system capabilities to effectively accomplish assigned functions.
6. Skill in preparing project documentation, including preliminary drawings, sketches, and construction drawings sufficient to convey design concepts and ideas.
7. Ability to plan, conduct, and record site and facilities surveys and inspections; and to analyze, interpret, and apply the results to recommend timely and economical solutions.
8. Ability to plan, organize, and coordinate work with other engineering disciplines and architects, and to communicate effectively, both orally and in writing, to maintain effective working relationships.
Conditions of employment
1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations. This position may also be coded as mission essential.
2. You may be required to travel by military and/or civilian aircraft, and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training.
3. You will be required to complete a 6-month probationary period.
4. Start & end times may be modified due to mission needs and in accordance with organization’s flexible working policies. Overtime may be required and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
5. You must be able to communicate effectively both orally and in writing and must obtain and maintain the appropriate security clearance.
6. You may act as project liaison with the Army Corps of Engineers or other design agencies as required and serve on A&E selection boards.
7. The Local National Direct Hire (LNDH) Program does not participate in regular drug testing; however, positions covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety mishap or accident testing
