Summary

We have an exciting opportunity for two Private Sector Housing Officers to join our Private Sector Housing Team.

Reporting to the Private Sector Housing and HMO Manager, you will support the delivery of keeping private rented properties safe and free from health hazards, making a real difference in improving the lives of residents across Harlow.

You will work closely with residents, landlords, agents and internal teams to ensure properties are compliant with legislation through accurate casework, technical assessment and high-quality customer service.

Applicants must have:
* A comprehensive working knowledge and experience in a similar role or working in the Private Sector Housing Field.
* Knowledge of enforcement procedures and techniques and the legislation on which they are based.

Plus hold one of the following qualifications:
* Possession of Chartered Institute of Environmental Health (CIEH) accredited BSc or MSc in Environmental Health degree
* CIEH accredited Diploma in Private Sector Housing Interventions
* CIEH accredited Level 4 Regulatory compliance officer (Housing)
* Any other qualifications relevant to Private Sector Housing
* Understanding and applying HHSRS Certificate
* GCSE English and Maths Grade A-C (or minimum Level 4 or equivalent)

This position may be offered as a development opportunity, which will be tailored to the individual applicant. Progression from Grade 12 to Grade 15 will be based on technical capability, experience, demonstrated competence, and consistent performance, and achievement of a Private Sector Housing qualification (as applicable).

We are looking for a self-motivated team player who is customer focused with good communication skills. You will be flexible in your approach to work being able to support other officers when necessary and the ability to manage casework accurately. You will demonstrate practical judgment when dealing with residents and landlords, recognising the impact that poor housing can have on tenants’ health and wellbeing.

This will be a good opportunity to further your knowledge and experience, and the Council will offer appropriate support to the successful candidate in their professional development. We will consider applications for job share or from environmental health graduates who may be starting a career in private sector housing.

You will need to have a good working knowledge of IT systems, including but not limited to, MS 365, and case management systems.

You will need a current full driving licence and access to your own vehicle or other suitable means of transport.

Harlow, located in the West of Essex, is an ideal location to both live and work and is only thirty minutes from London and Stansted Airport with good transport links. The district and surrounding area are undergoing significant new development and regeneration as part of its transformation into a Garden Town.
