Job objectives and responsibilities
Mitie Defence is seeking a proactive and experienced PFI Lifecycle Manager to join our Armada PFI team at HMNB Devonport. This pivotal role ensures the long-term upkeep, compliance, and value preservation of the Defence estate at HMS Drake Devonport, under the Armada (PFI) contract.
As the Lifecycle Manager, you will be directly responsible to the Account Director and lead the planning and delivery of asset renewal and refurbishment works, ensuring our facilities remain fully operational, compliant, and fit for purpose throughout the contract term and into the hand back phase.
Develop and implement one and five year lifecycle plans in conjunction with the Mitie operational team ensuring compliance with contractual requirements. You will work closely with the PFI management customer to ensure all facilities meet the Contract Maintenance standard (CMS), whilst developing and managing building surveys to inform the plans.
Main duties
Lifecycle Planning & Delivery:
-Develop and implement multi-year asset renewal strategies, ensuring timely replacement and refurbishment of infrastructure in line with contractual obligations.
-Capture and Control the data on the shared drive for each lifecycle year
Project Management:
-Scope, procure, and oversee lifecycle works, coordinating with internal teams and external contractors to deliver projects on time, within budget, and to the required standards.
Technical Oversight:
-Act as the technical lead for asset condition assessments and annual surveys, ensuring all lifecycle activities meet statutory compliance and contractual performance criteria.
Commercial & Contractual Management:
-Manage lifecycle budgets, monitor expenditure, tracking all applications with a view to forecast and ensure value for money. Interpret contract terms to distinguish lifecycle works from routine maintenance and liaise with stakeholders to secure approvals.
Stakeholder Engagement:
-Collaborate with clients, SPVs, and internal leadership to report on lifecycle progress, address concerns, and support strategic decision-making.
-Manage customer expectations around works / processes. Ensure the customer fully understands the LC process
Support for Contract Expiry:
-Work closely with PFI Exit teams to align lifecycle works with handback requirements, ensuring facilities are returned in agreed condition at contract end..
Person Specification
Essential Responsibilities:
-To act as the management representative on the contract for the Lifecycle element of the contract.
-Ensure that the Lifecycle elements of the contract are coordinated and efficiently delivered through appropriate direction and guidance of the respective managers, technical operatives and supply chain partners.
-Ensure the Commercial and Financial aspects of the lifecycle programme including unforeseen chargeable lifecycle works are managed ensuring payment applications are submitted in a timely manner to maximise cashflow.
-To ensure that all safe systems of work are in place and being managed and adhered to in accordance with MOD requirements (JSP's), as well as ensuring that appropriate ACOP's & statutory requirements are adhered to and effectively managed (L8, LOLA, PUWR etc)
-Develop management plans and trackers to ensure delivery of financial budget and target requirements for lifecycle works.
-Comply with the governance polices and procedures directed by the Senior Commercial manager for the proper financial and commercial management.
-Provide support to the Cost and Value Reconciliations for the contract (CVR 3)
-Management, co-ordination and liaison of the principal sub-contracts employed on the contract ensuring that the performance to the business is regularly reviewed for compliance again the output specification.
-Ensure the contract complies with the integrated management system (Quality, Health and Safety and Environment (QHSE)) and processes and procedures are developed, approved and routinely audited.
-Ensure that all business process documentation pertinent to Lifecycle Management is up to date and fit for purpose and also ensure that any changes necessary are undertaken.
Desirables:
· Ideally coming from a ‘Hard' services background within a broader facilities management or support services environment.
· Substantial, quantifiable and demonstrable experience in a similar role at this level within a similar organisation structure.
· Extensive experience in managing support services in either the public or private sector preferably within government sector organisations.
· Experience of growing the business through organic growth and new business.
Qualifications:
-Ideally educated to HND level or equivalent in a relevant Facilities Management discipline or an appropriate level of experience in a similar sector role.
