About the Client
London Borough of Sutton’s Environment, Housing and Neighbourhoods directorate delivers a wide range of essential services supporting residents across the borough. Their Housing Advice, Information and Assessment Service provides proactive, holistic and person‑centred support to prevent and relieve homelessness, promote independence, and ensure residents can access safe and sustainable housing solutions. The team operates within established frameworks while encouraging professional judgement, continuous improvement and collaborative working.

The Role
The Targeted Housing Advisor will deliver a comprehensive Housing Advice and Support service, working with vulnerable adults and young people to prevent homelessness and promote independent living. You will manage a varied caseload, provide specialist advice, undertake assessments, and develop solution‑focused action plans tailored to individual needs. The role requires strong legislative knowledge, excellent communication skills, and the ability to work collaboratively with internal and external partners.

Key Responsibilities
Provide specialist advice on security of tenure, possession proceedings, housing rights, welfare benefits, tax credits, debt issues, housing options, employment and training opportunities, and long‑term accommodation pathways.

Deliver casework support to identify solutions and enable customers to access appropriate services.

Develop and review person‑centred action/support plans with both short‑ and long‑term objectives.

Build and maintain effective working relationships with internal teams, external agencies, landlords and support providers.

Make enquiries, assess eligibility for accommodation, and make complex decisions in line with legislation, guidance, case law and policy (including Housing Act 1996 and Homelessness Act amendments).

Issue clear, robust decision letters compliant with statutory requirements.

Identify and mitigate risks, escalating concerns to senior managers where appropriate.

Contribute to the development and improvement of policies, procedures and service delivery.

Maintain accurate case records using appropriate IT systems.

Work flexibly to meet service needs, including occasional work outside standard hours.

Candidate Requirements
In‑depth knowledge of housing options and relevant legislation, including Parts VI and VII of the Housing Act 1996, Security of Tenure, Welfare and Housing Benefits, and Immigration considerations.

Experience providing advice, guidance and support in a complex environment.

Strong customer‑focused approach with empathy, problem‑solving ability and a commitment to achieving positive outcomes.

Ability to interpret and explain complex legislation and guidance clearly and consistently.

Creative and innovative approach to meeting service user needs.

Skilled in negotiation, influencing and managing expectations.

Ability to build positive, collaborative relationships and champion equality, diversity and inclusion.

Strong analytical skills with the ability to evaluate information and make reasoned decisions.

Ability to identify risks and respond appropriately, particularly when supporting vulnerable households.

Excellent written and verbal communication skills, able to adapt to different audiences.

Accurate record‑keeping and confident use of IT systems.

Strong organisational skills with the ability to prioritise and meet deadlines.

Commitment to personal development and contributing to service improvement.

Adherence to health and safety, equal opportunities and the Council’s core values.
