Summary
JOB SUMMARY The post holder will work as part of the Transformation Division reporting to the Head of Strategic Transformation. The post holder will support the Head of Strategic Transformation in co-ordinating the organisational wide transformation programme. Responsible for leading and delivering complex programmes aligned to organisational priorities. The role involves managing multiple complex projects within a transformation portfolio, ensuring delivery of benefits, quality improvements, and financial efficiencies. The post holder will work collaboratively across Integrated Care System (ICS) partners, clinical teams, and corporate services to implement sustainable change using recognised programme management methodologies. The post holder will work with a high degree of autonomy within the Transformation governance framework. Leads designated programmes, taking decisions on prioritisation, resource deployment and risk mitigation; escalates material risks/variances to the Head of Strategic Transformation. MAIN DUTIES AND RESPONSIBILITES Communication and Relationships To build strong relationships with the other areas of the transformation division: information and quality improvement to ensure a consistent approach to change management To oversee the programme management of individual transformation programmes as delegated by the Head of Strategic Transformation Engage and build strong relationships with relevant key internal partners in order to deliver on transformation programmes, including relevant project leads, clinical experts and services / patients / carers and service user Communicate, engage and build relationships with key strategic partners in order to support the delivery of transformation programmes. Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits in the scope of delegated transformation responsibility. Communicate complex, sensitive and contentious information to wide range of audiences, including in public and local consultations where there may be hostile/antagonistic audiences. Use highly developed influential and persuasion skills when proposing major service changes to audiences where there are significant barriers to acceptance. Communicate complex information to a wide variety of audiences Presents and explains results clearly and accurately using numerical, graphical and written formats as needed. Programme assurance and monitoring To project manage delegated projects and programmes of work agreed by the Head of Strategic Transformation , working in conjunction with relevant project leads across the organization Lead planning, delivery, and evaluation of transformation programmes using PRINCE2/Agile principles. Develop business cases, benefits realisation plans, and risk mitigation strategies. Ensure programme governance, reporting to Transformation Governance Sub Group Manage programme budgets and financial risks, ensuring delivery within agreed resources. Influence and negotiate with senior stakeholders to achieve strategic objectives. Provide expert advice on programme management methodologies and coach project leads. Lead programme assurance reviews and contribute to organisational transformation strategy Within individual scope of work, to manage project and programme linkages and interdependencies ensuring that no work is either overlooked, or duplicated; ensure the management of risks, particularly those involving connectivity between projects whilst ensuring the impact of change is related back to the operational area of implementation, the programme and each individual project, escalating to the Head of Strategic Transformation as appropriate Within individual scope of work, to oversee the monitoring, tracking and reporting to the Head of Strategic Transformation and Transformation Board and other forums in a timely manner of the individual projects and associated changes with reference to project plans, objectives, milestones, financials, quality, risks and issues, advising of any deviations from approved plans. Team Working Works with others towards achieving shared goals, ensuring that the teams objectives and purpose are clear Respects and is open to the thoughts, opinions and contributions of others Analytical and judgement Demonstrate a flexible approach to the development and delivery of new programmes where necessary Interrogate and analyse, sometimes complex and contentious, information to support the delivery of clear reporting and outcomes, including identifying areas of required transformation. To review relevant key indicator date when reviewing efficiency opportunities within transformation programmes, including establishing evaluation criteria at the start of the programmes to review Planning and organisation To support the directorate in project management to ensure value for money across commissioned services including supporting the delivery of any required efficiency/change programmes To support the transformation strategy by supporting significant service development/redesign using appropriate methods link to the wider strategy targeted at improvements in health outcomes for the public. Lead on delegated change programmes and facilitate the uptake of initiatives that support and embed excellence within the health and social care system. Lead on the delivery of multiple projects and programmes of work, working with colleagues and subject matter experts to scope, plan design and deliver those Support and deliver organisational change and the uptake of initiatives that support excellence. To be responsible for the delivery of benefits and track realisation of outcomes of any transformation programmes Leadership Provide day-to-day line management of any staff who are seconded under the Transformation team Responsible for recruitment and induction of new team members. To contribute to a collaborative working environment and innovative culture. To be responsible for day-to-day management and support of services that are seconded under the transformation directorate whilst the transformation programme is undertaken. Financial As part of the wider transformation agenda, to constantly strive for value for money and greater efficiency in the use of budgets and to ensure that they operate in recurrent financial balance year on year. Responsible for planning, tracking and reporting programme budgets/savings , cost pressures and financial risks; recommends corrective actions. Staff are required to attend child/adult safeguarding training relevant to their position and required for their role.
