Summary

MAINDUTIESANDRESPONSIBILITES CommunicationandRelationships Build strong relationships with relevant key internaland externalpartnersin order todeliver onallocatedtransformation programmes, including relevant project leads, clinical experts and services / patients / carers and service userusing co-production principles where possible Communicate,engageand build relationships with key strategic partnersin order tosupport the delivery of transformation programmes. Engageandmanagerelationshipswithstakeholderstoachieveacommonpurposeand realise mutual benefits in the scope of delegated transformation responsibility. Communicate complex,sensitiveand contentious information to wide range of audiences, including in public and local consultations where there may be hostile/antagonistic audiences. Use highly developed influential and persuasion skills when proposing major service changes to audiences where there are significant barriers to acceptance. Communicatecomplexand sensitive information to varied audiences; prepare updates and briefings, Transformation Governance papers and Executive committee papers where appropriate Present and explaininformation and documents relating to programmessuch asplans,risksorresults,clearly and accurately using numerical,graphicaland written formats as needed. Adapt presentation and communicationstylesto the audience to ensure clarity and understandingof the topic. Programmeassuranceanddelivery The postholderwillberesponsible fordeliveringallocatedtransformation projectswhich may be multi-service, multi-provider or strategic of nature,comprisinga programme of work, which would include but not be limited to: To be accountable for the planning, mobilization,deliveryand closure of assigned programmes in line with Prince2/MSP/Agile principles. Review national guidance e.g. NHS Long Term Planand interpret this toinform and steer the direction of programmes being delivered. Develop business cases, benefits realisation plans, and risk mitigation strategies.Escalate material risks/variances promptly, including proposals to addressthese. Identify,developand build critical path, milestoneplansand resource plans ensuring high quality documentation of project governance utilizing PMO software. Establishing project groupscomprisedof multiple areas across the organization (operations / digital / estates / comms/ patient safety asappropriate), encouraging open matrix style working and deploying strong leadership skills to achievetimeframesset for project. Conflict resolution and strategic scene settingin order tomotivate members of the team. Influence and negotiate with senior stakeholders to achieve strategicobjectives. Provide ongoing updates on programme delivery to a variety of stakeholders which may include, Transformation GovernanceSubgroup, Divisional Governance Group, Executive Committee and external One Bromley / SEL working groups.Taking on board feedback and translating this to rapid changes in the project cycle. Provide expert adviceand guidanceon programme management methodologies and provide coaching and training tothose involved in projects, and to the widerTransformation team asrequired. Ensuretimelyreporting to the Transformation GovernanceSubgroup, ExecutiveTeamand external forums. Within individual scope of work, to manage project and programme linkages and interdependencies ensuring that no work is either overlooked, or duplicated; ensure the management of risks, particularly those involving connectivity between projects whilst ensuring the impact of change is related back to the operational area of implementation, the programme and each individual project, escalating totheAssociate Director of Transformationas appropriate. To ensure benefit realization takes place. Defining clear benefits profiles within areas (Financial, quality, experience, access, workforce) and measurement plans at PID stage. Track and evidencebenefits, adjusting plans to securedelivery;complete post-implementation reviews. Responsible for ensuring thatonce aprogramme/projectreviewand outcomehasbeen agreed thatpolicies, procedures, SOPs etc.related to the programme are updated to reflect the changes.These mayinclude changes to process or policythat impact across the organization. Responsible for oversight of programme governanceand ensuring processes etc. are updated to deliver the changesidentified. TeamWorking Works with others towards achieving shared goals, ensuring that theteamsobjectives and purpose are clear. Respects and is open to the thoughts,opinionsand contributions of others. Analyticalandjudgement Demonstrate a flexible approach to the development and delivery of new programmes where necessary Interrogateandanalyse,complex/highly complexandcontentious,informationtosupportthe delivery of clear reporting and outcomes, including identifying areas of requiredtransformation. To review relevant key indicator date when reviewing efficiency opportunities within transformation programmes, including establishing evaluation criteria at the start of the programmes to review Planningandorganisation Lead onallocatedproject managementareasto ensure value for money across commissioned services including supporting the delivery of any required efficiency/change programmes Support the transformation strategy bymanagingsignificant service development/redesign usingappropriate methodslink to the wider strategy targeted at improvements in health outcomes for the public. Lead on delegated change programmes andfacilitatethe uptake of initiatives that support and embed excellence within the health and social care system. Lead on the delivery of multiple projects and programmes of work, working with colleagues and subject matter experts to scope, plan design and deliver those Support and deliverorganisationalchange and the uptake of initiatives that supportexcellence. Tobe responsible forthe delivery of benefits andtrackrealisationof outcomes of any transformation programmes Ensure QIA completion and monitoring. Apply Equality impact assessments (EIA) toservicechanges;champion inclusive designs and accessible services Leadership Provide matrix leadership to project teams, mentor PMO and project staffand lead capability building across transformation delivery teams. Provide day to day line management toallocatedstaff. Foster a collaborative, innovative culture across Transformation, information, PMO and QI/LFD/Audit/Research Financial Manage programme budgets, cost pressures, and financial risks; agree corrective actions with Finance and budget holders, and provide assurance to Transformation GovernanceSub Grouplevel. Responsible for planning,trackingand reporting programme budgets/savings, costpressuresand financial risks; recommends corrective actions. Aspartofprojectoversight,tohighlightanypotentialrisksorconcerns/delaysinprojects which may havea financial impactand provide mitigation where possiblein order tomitigate these risks Thejobdescriptionreflectstheimmediaterequirementsandobjectivesof thepost.Thisisnot an exhaustive list of duties and responsibilities, and the post holder maybe requiredto undertake other duties which fall within the grade of the job, as directed by the line manager.
