Summary

Are you passionate about delivering high-quality housing services and ensuring compliance with legislation and best practices?



We are looking for a Technical Contracts Officer to join our Property Services team at South Holland District Council on an 18-month contract.



Typical Duties:

Assist with procuring contracts for capital works, compliance, and site projects
Ensure contractor competency and health & safety compliance
Help prepare specifications, work schedules, and tender documents
Oversee maintenance contracts for Council housing
Monitor social value commitments and contractor performance
Track KPIs to ensure quality, compliance, and value for money
Support reporting, risk management, and service improvements
Contribute to digital transformation and customer-focused delivery


What we’re looking for:

HNC (Higher National Certificate) or HND (Higher National Diploma) or equivalent in a building related subject or demonstrated experience in preparing specifications and procuring maintenance contracts.
Knowledge of building construction, energy regulations, and health and safety legislation.
Strong analytical, organisational, and communication skills.
Proficiency in Microsoft Office and ability to work with building-related data.


This role involves regular travel across a wide rural district, with multiple site visits on a regular basis, so the ability to independently and reliably travel as part of your daily duties, is essential.
