Summary

The post holder will: Provide leadership for the Commissioning Assurance Framework and ensure maintenance of professional standards. Negotiate with relevant stakeholders and providers. This involves the use of the highest level of interpersonal skills in order to disseminate highly complex, sensitive and contentious information. This will often take place in an environment which will be emotional and antagonistic with stakeholders having diverse/opposing views. Take a lead role for developing and maintaining positive relationships with local partner agencies, Health Boards/Trusts, provider organisations, service users and carers representatives Embed themselves into the multi-disciplinary Commissioning Team and develop an understanding of the inter-relationship between the different functions and actively contribute to the commissioning of services within the delegated portfolio. Present highly complex information to large groups, including professionals and public, through conferences, workshops or forums. These groups may have limited understanding of specialised commissioning and/or pose barriers to acceptance or understanding. Use experience and expertise to use information and intelligence to form judgements on the quality and effectiveness of commissioned services. Communicate potentially controversial or sensitive information about provider performance to stakeholders, including executive members of staff in external organisations, Welsh Government, regulatory bodies and patient representatives. This information could include sensitive details about patient harm and safeguarding concerns. Be autonomous in making decisions with regards to monitoring of National frameworks and in making recommendations in response to audit results on behalf of NHS Wales. Propose, generate and implement policies for commissioning within delegated portfolio.
