About the Department
The Data & Systems Team sits within the People Services department, ensuring the organisation has accurate, reliable and meaningful workforce information. The team provides clear data insights to support workforce planning and strategic decision-making, maintains and continuously improves the Human Capital Management (HCM) system, and manages organisational structures and position data. It is also responsible for timely and accurate data input, high-quality record keeping in line with policy and audit requirements and completing statutory reporting obligations, including Office for National Statistics (ONS) returns
About the Role
We are seeking a proactive and analytical People Data Insight Analyst to play a key role in transforming organisational data into meaningful insight. This role is central to supporting decision-making across the Council by developing high quality reporting, improving data accessibility and strengthening how People Services uses data to understand complex workforce issues.
Key Responsibilities
- Interpret and present complex data, turning insight into clear, impactful reports and analyses that support HR, Organisational Development (OD), and wider organisational needs.
- Lead on the development of how the HR/OD function shares, uses and communicates data across the Council and with partners.
- Improve systems, processes and tools that enable effective use of data, evidence, evaluation, and research to support decision-making and organisational learning.
- Maintain, develop, and create reports, dashboards, and data products that provide accurate, accessible, and timely information.
- Design and deliver tools, guidance, and training to help colleagues access and use data independently through on-demand and self-service methods.
About You
We're looking for someone who:
- Has strong analytical and data visualisation skills, with the ability to present insight to non-technical audiences.
- Understands HR and OD data needs and the importance of evidence-based workforce decision-making.
- Has a solid understanding of the Oracle Fusion HCM Organisational Tree, including how structures and hierarchies support reporting and analysis.
- Is familiar with Local Government statutory reporting, ensuring accuracy, compliance and timely submissions.
- Has experience analysing and preparing Gender Pay Gap and Equality Pay Gap reports, with the ability to interpret patterns, identify drivers and inform action planning.
- Can build strong relationships and work collaboratively with teams across the organisation.
- Is confident developing new approaches, improving processes and promoting a culture of continuous improvement.
- Has experience using HR systems, reporting tools, or analytics platforms (e.g., Power BI, Tableau, Excel, HRIS).
