About the Role
The Department for Business and Trade (DBT) is driving one of the UK's most ambitious industrial initiatives: the British Industrial Competitiveness Scheme (BICS) and other electricity price support measures. These programmes are central to reducing industrial electricity costs and strengthening the UK's Industrial Strategy.With a go-live date of April 2027, this is a complex, high-impact programme involving multiple interdependent measures and over 70 energy suppliers. To deliver success, we need a TOM Design Lead-a strategic thinker and delivery expert who can integrate policy, operations, technology, and supplier ecosystems into a single, coherent framework.
This role is pivotal in shaping how the UK delivers industrial electricity price support-impacting businesses nationwide.
This role is to start ASAP, contract until the end of March 2026 (possibility of extension) and it offers hybrid working options across any of DBT's sites in the UK.
What You'll Do
As the TOM Design Lead, you will:
- Design and develop an end-to-end Target Operating Model (TOM) that aligns policy, operational processes, technology solutions, and supplier arrangements.
- Develop governance structures and assurance mechanisms to support TOM implementation and monitor compliance.
- Define clear roles, responsibilities, and decision-making pathways within the TOM.
- Engage senior stakeholders across policy, operations, technology and industry to secure buy-in and manage dependencies.
- Identify and mitigate risks, preventing duplication and misalignment across programmes.
- Produce clear documentation and visual models to support adoption and rollout.
Essential skills:
- Proven experience designing and implementing Target Operating Models for complex government programmes.
- Strong understanding of policy, operational delivery, technology integration, and supplier management.
- Exceptional stakeholder engagement and influencing skills at senior levels.
- Ability to manage interdependencies across multiple programmes.
- Strategic mindset with a practical delivery focus.
Desirable:
- Knowledge of the UK energy system, particularly electricity.
