Summary

Deputy Head Capability Integration and Change works directly to the Naval Base Commander (NBC) as a Civil Service Project Delivery / Portfolio Management Professional. They are NBC’s lead for the capability integration and change management function across NBC team’s and naval base outputs. They establish the successful criteria for military and business capability integration into the naval base and monitor progress and risk of established integration activity.

This position is advertised at 37 hours per week.

As the NBC Clyde organisation is part of the Defence Nuclear Enterprise (DNE) it enjoys greater recruitment privileges and is able to grow the workforce in a measured way to deliver support this transformation.

As Deputy Head Capability Integration & Change you will be responsible for leading and managing HMNB Clyde’s integrated change and capability portfolio - capturing new capability and business requirements, ensuring effective deliver mechanisms, and maintaining oversight from initial intake through to delivery. The role drives strategic coordination across multiple programmes and initiatives, aligning activity into a structured and visible portfolio to enable prioritisation, sequencing, and decision-making. It ensures the development and implementation of robust governance models, configuration control systems, and performance reporting to support readiness, mitigate risks to business-as-usual, and deliver effective capability outcomes for the naval base.

Acting as a central point of integration, you will lead the base’s change management framework, overseeing the assessment and readiness of HMNB Clyde to accept and embed new capabilities, systems, and ways of working. You will work across MOD stakeholders, fostering collaboration and drawing on expertise from across Defence and industry partners. The role also provides senior-level advice and insight to governance forums, supports restoration of at-risk capabilities, and champions continuous improvement. It is a leadership position that supports innovation, champions best practice and plays a critical role in shaping and sustaining the operational effectiveness of the naval base which must remain safe and secure at all times.
