Summary

The role will manage the day-to-day running of the specialists in the PMO. They will also provide direct advice and support to the Senior Responsible Owners and Programme Directors for the Defence Estate Optimisation (DEO) Army programme, the Vehicle Support and Storage Programme (VSSP) – in UK and Germany – and remnants of the Army Basing Programme (ABP) to meet the governance, assurance and reporting obligations of these programmes. This will require routine engagement across MOD, Army HQ, Defence Infrastructure Organisation and with other Front Line Commands up to and including at 1* and 2* levels.

Key responsibilities:

Delivery & Leadership – Lead the Programme Management Office to support the programmes in the delivery of Business Case benefits and outcomes.
Champion the use of best practice programme management standards and processes.
Provide daily leadership and line management of the B&I PMO team (4 staff), responsible for supporting all basing and infrastructure change programmes (currently Defence Estates Optimisation Army, Vehicle Storage and Support Programme and Army Basing Programme).
Stakeholder Management – Advise the programme teams on appropriate tools and techniques for managing stakeholder relationships.
Provide assurance to the programme managers on the effectiveness of stakeholder management arrangements.
Liaise with all key stakeholders and related change programmes, such as equipment programmes and Future Accommodation Model, to ensure coherence and dependency management.
Benefits - Lead the development of Benefits Management across all basing and infrastructure change programmes, including developing interfaces and reporting with Business Change Managers in Field Army and Home Command.
Risks & Issues – Establish the programmes processes and standards for managing risks and issues.
Provide assurance to the programme managers on the effectiveness of Risk and Issue management arrangements working with the Army Portfolio Office(APfO).
Change Management – Establish and implement protocols to change the scope of programmes and update configuration documents as required.
Governance & Assurance – Ensure appropriate governance is in place and arrange external reviews (e.g. Gateway Reviews) at appropriate points in the programme lifecycles.
Monitor the effectiveness of controls and ensure that recommendations from external reviews are acted upon.
Business Case – Support the Programme Managers and Infrastructure Requirements Managers in the progression and monitoring of Business Cases with input from specialists as necessary.
Lead on the development of individual programme assurance, including oversight of related P3M artefacts, liaising closely with APfO and the Defence Infrastructure Organisation and DEO Portfolio offices to enable smooth transition through P3M assurance gates for all relevant programmes.
Support the Senior Responsible Owners in preparing for and responding to the outcomes from IPA Gateway Reviews.
Programme Performance & Controls – Establish and operate programme controls on behalf of the programme managers, report on programme progress and status to appropriate bodies.
Identify common capabilities and opportunities for linking up, re-using and sharing of methods and resources between programmes.
Ensure learning from experience is disseminated across the organisation.
Support the delivery of DEO Army, ABP and VSSP progress reporting and decision briefs to the various Steering Groups, Programme Boards, DEO Portfolio Board and ECAB (Executive Committee of the Army Board).
Resources – Manage the PMO team and support the Programme Managers in the identification, recruitment, development, deployment and reassignment of resources throughout the programme lifecycles.
Enable the development and delivery of the DEO Army, ABP and VSSP programme plans, managing resources against tight timelines and ensuring competing priorities are de-conflicted.
Guidance & Support – Identify, develop and share best practice for programme management processes, tools, templates and benchmarks against industry standard. Provide direction and guidance to the programme teams.
As these B&I programmes have different governance arrangements and are at different points of the programme lifecycle, the focus for the responsibilities of the post will vary across the programmes. Collectively the post will be dealing with a wide-ranging set of stakeholders and will need to work closely with DIO (Defence Infrastructure Organisation) on some jointly delivered activities.
