Summary
1. The primary purpose is to support the Deputy Estates Manager (Waterfront) on the management of the Naval Base under the Hard FM Function. This includes:
a. To articulate the requirement and priority for service delivery of waterfront civil structures, (including but not limited to wharfs, berths, jetties, service trenches, subways and towers) to the Industry Partner at the appropriate level to ensure that NBC(D)'s operational priorities are delivered.
b. Identify programmes and costs for replacement or upgrade of MOD owned waterfront civil structures.
c. Manage the asset ownership function, to include managing condition and compliance, asset risk, asset decision making and project strategic definition to assure that the Naval Base estate is safe to operate, and asset capability supports output requirements.
d. Ensure the Estate is compliant with statutory and legal requirements.
e. Management of risk across the waterfront estate.
2. In direct support of the Deputy Estates Manager (Waterfront), provide the discrete Intelligent Customer (IC) for the Performance and Maintenance function
3. Ensuring legislative statutory compliance i.e. H&S and disability including the following: -
a. To hold the Industry Partner to account for provision of timely performance metrics such as management information and Key Performance Indicators in accordance with the Contract and as required
4. Support with developing and monitor SLAs with customers and the supply chain to oversee maintenance performance to ensure the following: -
a. To review maintenance job plans and schedules for MOD owned waterfront civil structures.
b. Carry out audits to ensure maintenance is being carried out IAW approved job plans and to the correct standard. Also ensuring any defect pick-ups are addressed appropriately.
5. Support in reviewing condition surveys ensuring optimised maintenance programmes, considering condition, whole life costs, funding and operational requirements.
6. Assure compliance with regulations, ensure that the maintenance and safety policies and procedures are adhered to
7. Ensure that proactive and reactive maintenance tasks are completed in line with customer response SLAs (service level agreements) are always maintained.
8. Under the direction of the Deputy Estates Manager (Waterfront), work with the IP to ensure expected contract performance and value for money in the delivery of the contract
