To be responsible and accountable for the effective and efficient delivery of Facilities Management (FM) services to council buildings (specifically to the main corporate building, Borough Hall) to comply with statutory regulations, ensuring that they remain secure, safe, operational and fit for purpose to maintain the essential delivery of council wide services.

To fulfil the day-to-day building FM and customer service functions across the main corporate buildings to provide a safe, high-quality, professional and commercially focused business environment for council services and tenant businesses and staff.

To support the Team Leader of i-Brand & Corporate Buildings in the delivery and management of FM functions and service contracts across the corporate buildings.
To ensure that the buildings remain safe to occupy to support the delivery of essential services and to meet statutory compliance.

To support the Team Leader i-Brand & Corporate Buildings to co-ordinate Health and Safety and compliance requirements across the main council corporate sites and to mitigate risk and ensure that all relevant statute is complied.

To minimise or eliminate risk to statutory compliance is maintained and the council’s reputation upheld and act as deputy responsible person.

To satisfy the Regulatory Fire Reform Order 2005 and to undertake regular inspections of the main council corporate buildings to verify safety including monitoring of the fire alarm systems (requiring isolation to suit works, weekly testing, repair of faults).

Checking of fire-fighting and first aid equipment and to ensure the buildings remain safe for occupation and to meet statutory compliance.

Act as deputy and responsible person in the management of emergency situations and evacuations, including providing essential Fire Warden and First Aid provision To ensure the buildings remain safe for occupation and to meet statutory compliance.

Co-ordinate and manage the main corporate sites Access Control and ID card system for Council employees, including retention of old and issue of new ID cards for staff, visitors and contractors.

To ensure continuity of service and maintain security of the building and to maintain security. Act as first point of contact in the event of a query, defect or concern for the main council corporate sites from council staff and to channel enquiries and address concerns in a timely fashion.

To avoid any interruption to service and maintain customer care, co-ordinate collection of confidential waste, minor on site office moves, committee and meeting room layouts/audio set up and regular utility meter readings as and when required To suit operational requirements.

Ensure that the buildings are unlocked and locked each day to suit service requirements and to arrange out of hours cover where required Service continuity and maintain building security.

Investigate identified faults across the buildings and repair or organise for remedial works to be undertaken in a timely manner, to include some hands on day to day maintenance i.e. unblocking toilets and office maintenance.

Act as on site contact for contractors working on site, carry out contractor site inductions and provision of access and issuing of permit to works To minimise disruption to the service.

Act as an out of hours key holder and emergency contact (additional standby payments paid to post holder) To mitigate risk and service disruption
Support the Team Leader i-Brand & Corporate Buildings in providing ad-hoc FM support for the Commercial Estate and Bedford i-Brand sites.

To mitigate risk and service disruption, undertake any other duties commensurate with the level of the post and to meet service needs and requirements.

Selection Criteria:

• A current driving licence and own vehicle is desirable
• Experience of Facilities Management in a corporate and supportive business and tenanted environment
• Experience of day-to-day management of buildings, contractors and day to day maintenance to secure effective delivery
• Experience of working in a customer interface role with a polite and courteous manner
• Working knowledge of the Regulatory Fire Reform order and aspects of compliance
• ICT skills in the application of Microsoft office and Access Control/Inventry Systems
• Must have ability to communicate effectively in written and verbal format
• Requires strong self-motivation and an ability to work with a minimum of supervision, with a hands-on approach to the running and maintenance of buildings
• Must be able to demonstrate the ability to work effectively and flexibly as part of a team and independently using initiative with a ‘can do’ attitude
• Demonstrate an ability to organise workload to challenging deadlines with fast-track changes in priority using discretion, tact and integrity
• Ability to problem solve in pressured situations
• Flexible working by arrangement will be necessary and will include some evening and/or weekend work including emergency out of hours call outs (additional standby payments paid to post holder).
• In the event of an emergency out of hours call out, the ability to get to the main corporate sites quickly is paramount
• Ability to fulfil Manual Handling, Fire Warden and First Aid provision
