The role:
We’re looking for a dedicated and organised individual to manage specialist school and social care transport in a key area of the county.
Supporting over 13,000 children and young people — including those with special educational needs — and 1,500 adult service users, you’ll ensure safe, efficient, and cost-effective transport arrangements.
Key responsibilities:
Assessing eligibility for home to school travel assistance
Arranging transport on existing journeys/services
Planning new services and integrating with those already in existence
Liaising with transport companies to amend and vary services
Communicating effectively and promptly with all stakeholders
Resolving issues surrounding service delivery, liaising with all key stakeholders to ensure safe and satisfactory outcomes
Utilising the team’s specialist transport management software and maintaining it
Network planning and day-to-day operational management of passenger transport services under contract to Cornwall Council within a designated geographical area
Procurement of transport contracts in accordance with Public procurement legislation including writing tenders, utilising the Council’s Dynamic Purchasing System, evaluating and awarding tenders
Application of SCOT matrix to the management of Council transport contracts
Ensuring the Council delivers its statutory responsibilities, including the Education Act (1944) and subsequent legislation, along with those expressed in Council policies in respect of Home to School Transport, Post-16 and social care transport
Understanding passenger requirements and ensuring suitable provision is engaged
Ensure suitable support is engaged for passengers with SEND, medical and other additional needs, including sourcing personnel to act as passenger assistants / support staff where appropriate (and to ensure that any personnel engaged are suitable for the role and trained accordingly)
Monitoring transport providers and investigating issues where required to ensure appropriate standards of operation as per the terms and conditions of the contracts they hold with the Council
Daily use of various IS systems – including SPROC (procurement system), and LAGAN as well as various MS Office software packages.
What the client is looking for:
Knowledge of key legislation, including Public Contract Regulations 2015 and Education Acts
Understanding of statute law and Council policies on Home-to-School/Post-16 transport
Solid general education with relevant training or experience
Confident communicator in both formal and informal settings
Willingness to develop expertise in passenger transport operations
Strong relationship-building skills to enhance Council reputation
An understanding of contract management knowledge, with potential to grow skills
Excellent interpersonal, written and verbal communication skills
Understanding of financial management
Ability to innovate and implement solutions to improve integration across transport services
